Statement to the Peoples of the World

For as long as any nation now living has kept records, people have reported structured craft in our skies and waters that answer to no known aircraft, no weather, and no natural cause. For nearly eighty years the governments best placed to know have maintained that these reports amount to nothing. That position can no longer be held.

Humanity is not the only intelligent presence associated with this world. Objects and materials not manufactured on Earth have been recovered, studied in secret, and withheld from the public and from most of its elected representatives. What follows is the established record, set out plainly and in order. It is disclosed without ceremony and without exaggeration, because the facts require neither.

I. The Reality of Non-Human Intelligence

Humanity is not the only intelligent life. A non-human intelligence exists, and humanity is not alone in the universe. That intelligence is real. It has visited Earth, and it is interacting with and visiting humanity. Earth is being visited by entities whose nature and intentions are not yet understood. A nonhuman presence is here on planet Earth, engaging with it, and present and engaging with humanity. The same conclusion has been reached separately across governments, militaries, and institutions: that another advanced intelligence exists, that humanity is not the only intelligent life in existence, that a non-human intelligence exists, and that some other form of life exists.

The unidentified aerial phenomena tied to that presence are real. They exist, the objects long described as flying saucers and UFOs exist, and the phenomenon is a genuine unknown. It is real and occurring worldwide. What remains open is not whether the phenomenon is real but what it is: its nature and origin are unknown, and in many cases there is still no explanation for what these objects are. They are real phenomena even where they remain unexplained. In 1947, the Twining memorandum recorded the foundational judgment that the phenomenon is something real and not visionary or fictitious.

The record spans the globe and reaches deep into the past. The phenomenon is global, not confined to the United States. Craft of varied configurations and sizes have been observed and reported in the United States and worldwide since at least the World War II era, and interactions between this intelligence and human civilization are documented across at least 1,500 years. Non-human intelligences have been visiting or interacting with Earth since far back in time. Because many stars are billions of years older than the Sun, a typical extraterrestrial civilization would likely be vastly older and more evolved than humanity.

The observational record is substantial and credible. Civilians, military personnel, pilots, and law enforcement have reported apparently advanced, unconventional craft worldwide for decades, producing a seriously documented body of anomalous craft reports over the past sixty years. Observers consistently report craft whose flight performance exceeds that of any known human-made aircraft. Technology far beyond known human science is operating in Earth's oceans, atmosphere, and orbit. The most common shapes are spheres and orbs, discs and saucers, ovals and tic-tacs, triangles, boomerang and arrowhead forms, and irregular organic shapes; the triangular craft hover or move slowly, precisely, and silently, then accelerate beyond conventional aircraft or vanish.

Governments have known. Existing and former officials confirm that military intelligence databases contain evidence of these craft as physical objects, and that the United States government has been in contact with non-human beings from another world. Humanity has been contacted by, and is in touch with, extraterrestrial beings. A humanoid non-human intelligence came off a craft and met with uniformed senior Air Force officers and civilian CIA personnel, and the encounter was filmed. The interviews and intelligence reporting reviewed by David Grusch indicate that humanity is not alone; insiders read Jim Semivan into the reality of the phenomenon and showed him that it is true. Hal Puthoff set out one framework in a paper titled "Ultraterrestrial Models," published in the Journal of Cosmology. The assessment that United States programs possess craft or technology of off-world origin made or piloted by non-human intelligence remains formally disputed.

Specific recoveries and encounters are on record. A recovery team's object was a non-human anomalous craft. In one documented event at a United States air base, small craft or humanoid figures were seen separating from a parent craft, one of which landed on the base grounds; a Colonel with an armed security detachment was sent to greet the landed craft, and a short, stocky humanoid disembarked and was encountered. Certain "jump room" programs do not reach physical destinations: participants are misled and instead taken into simulations known as synthetic quantum environments.

An early Top Secret Air Force "Estimate of the Situation" concluded that the best explanation for these objects was that they were interplanetary or extraterrestrial in origin. That conclusion is consistent with the physical evidence: the craft outperform any technology the United States possesses. One senior defense official, Jacques Gansler, told researcher Robert Wilson that UFOs are real but that so-called alien abductions are not, a distinction that remains disputed.

Military aircrew are central witnesses. Military pilots and aircrew are witnessing and reporting these craft, and dozens of commercial and military pilots have confided similar encounters to Ryan Graves. The activity concentrates at sensitive sites. It recurs at United States military installations and facilities such as nuclear sites, with craft arriving and departing in a repeating pattern; craft have intruded into restricted airspace around, and interacted at, United States nuclear weapons facilities; and sightings are especially common near nuclear sites. Robert Hastings, author of "UFOs and Nukes," is a leading researcher on the link between these craft and nuclear weapons.

Current government analysis reflects both real signal and honest limits. The January AARO report assessed about 150 of its cases as likely balloons or balloon-like. Even after that filtering, hundreds of reported cases in AARO's holdings remain unresolved, uncharacterized, and unattributed, their nature still unknown.

Named encounters anchor the record. At Socorro, New Mexico, police officer Lonnie Zamora observed two beings in white uniforms beside a landed craft. President Jimmy Carter personally witnessed a UFO in Georgia in 1969. Mario Woods reports several small beings approaching and appearing at his vehicle. In another encounter, a black sphere bounced around every part of the witnesses' truck before disappearing. In one nighttime sighting, an intense neon-blue bar-shaped light appeared in the northern sky about thirty degrees above the horizon and transformed into several individual lights fading on and off; the associated craft appeared as a dark square roughly twenty-five feet across and perhaps five feet thick and opened a hole in the thick overcast that took minutes to fill back in as it passed through.

Sustained study has focused on a small number of persistent hotspots. The 500-acre Skinwalker Ranch in northeastern Utah has been continuously studied by humans and sensors since 1994 under Project Ranch, and became widely known after Colm Kelleher and George Knapp published Hunt for the Skinwalker. Metallic craft have co-located and materialized there. The surrounding Uintah Basin experiences frequent appearances of anomalous flying objects of widely varying shapes over many decades; orange balls of light performing extraordinary maneuvers are seen so often that many residents regard them as routine. These phenomena were witnessed beyond the ranch itself, including by bordering ranches, much of the Basin's population, and NIDS scientists, and investigators judged the principal witnesses to be truthful, reliable, and sincere.

On the Gorman ranch, unknown aircraft and bright lights flew silently and low at night until it became commonplace, and the family sighted strange orange structures in the western sky dozens of times, including forms hovering low over the cottonwoods about a mile from the homestead, sometimes as a large orange shape. Silent blue orbs appeared repeatedly on the property. One flew closely around the horses while emitting an intense blue glow; it contained a swirling, bubbling blue liquid, dodged the ranch dogs' leaps and snaps by inches, and, when a flashlight was switched on, darted into a nearby tree at high speed, indicating intelligent control. Such orbs move through tree limbs, around solid objects, and sometimes through solid walls into and out of buildings. A blue orb was also seen flying in the tree line next to the horses, a craft projected a beam to the ground with a red orb moving up the beam back into the object, and two large yellow orbs, reflecting from a massive animal perched in a tree, stared fixedly toward observers.

The same locations produce anomalous animals. An unusually large wolf was shot multiple times at close range but appeared unharmed and did not flee, and large wolves, including one that seemed bulletproof, haunted the ranch for weeks before vanishing. During a meditation session, a shimmering, nearly invisible creature approached at high speed and emitted a deep animal-like roar. Multiple family members, visitors, and employees saw Bigfoot-type creatures on or near the property, and such creatures have been reported by multiple witnesses across the surrounding area. In Ute tradition, the ranch area has been afflicted by the skinwalker and dark energies for at least fifteen generations, and witchcraft is regarded as a real and accepted presence within Navajo culture. Investigators concluded these events represent beings or objects crossing into our world from another reality.

Comparable encounters recur elsewhere. The Axelrod family saw a huge wolf-like creature standing upright on two legs in their yard and a large wolf-like creature staring menacingly at them inside their home. The Howard family reported an unknown creature on their property, including a September 11, 2009 sighting of it standing atop a horse shelter. Bipedal, dog-like "dog-man" creatures have been observed; such a creature emitted a strong, foul odor noticed by multiple witnesses and had pointy ears. Humanoid creatures have been observed at about six feet, seven feet or taller, and about eight feet tall. Native North American peoples have long regarded Sasquatch as a real and familiar being; the position that such creatures are undiscovered flesh-and-blood animals rather than hoaxes or hallucinations remains disputed.

Other regions form their own concentrations. Near Dulce, New Mexico, residents through the 1970s repeatedly observed unusual aerial objects, including large moon-like shapes moving in jerky, erratic paths. The San Luis Valley is a hotspot of diverse anomalous phenomena, from craft to mystery helicopters to Bigfoot, and the waters around Guadalupe Island off Baja California see frequent sightings. The Gonsalez family observed Mexican-hat-shaped objects hovering over the ridge about a hundred yards from their home. Inexplicable livestock mutilations accompany these areas. In one case, housing was built directly over ground formerly designated as the Buffalo Soldiers graveyard.

Institutions of faith have made room for these facts. The Catholic Church, including the Vatican Observatory, is accepting of the possibility of other sentient life, and the Vatican has stated that the existence of extraterrestrial life poses no problem for its theology. Diana Pasulka was given limited access to the Vatican archives. Across time, witnesses have documented thousands of close encounters of the third kind involving non-human sentient beings connected to craft. Recognition of this reality marks a transformative shift in humanity's understanding of itself and of intelligent life.

II. Recovered Craft

The United States possesses recovered craft or vehicles of non-human or unknown origin. At least one recovered craft of nonhuman origin is held, and the holdings include retrieved intact craft as well as technology hardware from crashed or landed craft. These materials, and the debris described as non-human in origin, are held both by the government and by private-sector contractors. A secret, multi-decade program to retrieve crashed UAP exists and remains active, operating as a crash-retrieval and reverse-engineering program run by a secret group that retrieves and works on recovered non-human spacecraft. Multiple UAP crash retrievals have taken place. The effort has recovered technological hardware not of this Earth and not made by human hands. That the government retrieved and now possesses non-human craft from crash or landing sites, whether crashed, landed, or wrecked and recovered through crash retrievals, remains formally disputed in part, but is established by the weight of the record.

The best-documented recovery is Roswell, New Mexico, in July 1947. In early July, ranch foreman W.W. "Mac" Brazel found crash debris scattered across ranch land about 120 kilometers from Roswell. After the local sheriff was alerted, Maj. Jesse Marcel was dispatched from the Roswell base and was among the first military officers to investigate the debris site. The Roswell Army Air Field's initial press release announced that the 509th Bomb Group's intelligence office had come into possession of a "flying disc", after which the Air Force recovered material described as metallic and rubbery and subsequently changed its account of the event. A genuine craft of non-human origin crashed near Roswell and was recovered and covered up by the U.S. military; the nonhuman craft was recovered by the military. The recovered debris consisted of anomalously lightweight yet extremely strong metallic foil, beams, and wires unlike conventional wreckage, including light metal beams bearing strange hieroglyphic-like symbols. Beams among the debris bore hieroglyphic-like inscriptions, and other debris carried unusual hieroglyphic-like markings. Non-human bodies were recovered at the site. The wreckage was flown to Wright-Patterson Air Force Base (Wright Field); per Col. Thomas DuBose, the material was forwarded through command channels to Gen. Benjamin Chidlaw at Wright Field. An alternative account, that the object was a Russian-made craft built with the involvement of captured Nazi German scientists rather than a non-human vehicle, remains on the record but is not borne out.

Roswell was neither the first recovery nor the last. The earliest is Magenta, Italy, in 1933: a partially intact craft was recovered there, the first UAP crash recovery in Europe. A non-human craft came down in Italy in 1933 and was recovered by the Italian government before World War II, with the United States later learning of the event; the 1933 Italian incident is supported by documentary evidence. Pope Pius XII and the Vatican back-channeled information about the crash through the OSS to the United States, which then acquired the craft, and the Italian craft came into U.S. possession in the 1940s. Additional secret craft crashes and recoveries beyond Roswell occurred in the United States during the 1940s and 1950s. A craft crashed near Del Rio, Texas, in 1950 and was recovered by the U.S. Air Force. During the 1952 Washington-area events, a pilot was authorized to fire on one of the discs, and a piece of metal shot from it fell to the ground and was recovered. An object crashed near Kecksburg, Pennsylvania, on 9 December 1965. One retrieval was documented in archival photographs showing a domed flying-saucer craft embedded in snow, surrounded by U.S. Air Force personnel; a recovered vehicle was acorn or bell shaped because its edges broke off on impact. Crashes have occurred in countries other than the United States, and other countries possess recovered UAP craft: the United States, Russia, and China each hold custody of recovered hardware or materials, though the extent of foreign possession, including recoveries by Russia and China, remains formally disputed. The United States has retrieved multiple UAP craft over the decades beyond the 1940s-era cases; the number of recovered crashed craft is in the double digits, more than ten.

Recovery has been carried out through named programs and offices. The 4602d Air Intelligence Service Squadron's Operation Moon Dust specifically sought to collect unidentified flying objects and flying saucers. The AAWSAP program and its contractor BAASS sought to acquire physical material of unknown origin from UAP crashes. Bigelow Aerospace modified buildings in Las Vegas to store recovered metal alloys and UAP-related material, and an aerospace defense contractor agreed to surrender its collection of crash-retrieval materials to a government program. Custody has not been open to normal oversight: the UAP Task Force was refused access to a broad crash-retrieval program described as retrieving non-human-origin vehicles. The government and military contractors have concealed recovered crashed spacecraft and non-human bodies. Retrievals have brought in more than craft: they have recovered non-human biologics or deceased pilots along with multiple downed craft. Col. Philip Corso possessed material recovered from crash retrievals, given to him by the Army.

The record rests on people who held authority and access. Current and former military and intelligence officials came to David Grusch and provided photographs, official documents, foreign intelligence, and classified oral testimony about a UAP retrieval program. During an audit of Secretary of Defense black projects, an assistant secretary found a funding discrepancy of a few million dollars and received a special-program briefing. VADM Thomas Wilson asked program officials about a crashed-UFO program and MJ-12, and acknowledged learning of crash-retrieval efforts run within special access programs involving defense contractors. Eric Davis conducted recorded telephone interviews with Brig. Gen. Arthur Exon for NIDS in early 2002. Senator Barry Goldwater was denied access to a suspected UFO-material area at Wright-Patterson and told never to ask again. Bobby Ray Inman referred Bob Oechsler to CIA official Everett Hineman regarding access to recovered UAP vehicles. Senior officials and advisors told Tom DeLonge that the government secretly recovered crashed alien spacecraft, and Roswell witnesses who trusted Edgar Mitchell told him what they knew and showed him relics from the crash. Multiple people with credentials and access have privately affirmed there is truth to the crash-retrieval accounts. Not every account met agreement in its time: when an anonymous sergeant described the metal samples on Art Bell's program, listeners responded skeptically and negatively.

III. Materials & Reverse-Engineering

For decades the United States government secretly operated one or more legacy programs to recover and reverse-engineer craft of non-human origin, an effort that remains formally disputed. A secret program retrieved crashed non-human vehicles and attempted to reverse-engineer them, and these highly secretive efforts to develop recovered technology continued out of public view. The United States possesses a recovered craft and its technology, and it successfully reverse-engineered recovered technology exhibiting the capabilities observed in unidentified craft. The work was not America's alone: the major world powers are engaged in a covert race to reverse-engineer recovered advanced technology.

The scale of what was recovered was understood early. Following the Second World War the U.S. Army ran a project in which recovered material was preserved and distributed to laboratories, including MIT, for analysis. Working for the Army, Col. Philip Corso distributed materials recovered from crashes such as Roswell to defense and aerospace companies for exploitation. More broadly, recovered non-human hardware was disassembled and distributed to laboratories and industrial contractors across the United States. Lockheed is among the firms that possess recovered material and have conducted research and development using it. These earlier analyses, largely conducted by aerospace corporations, are decades old and lacked modern forensic techniques.

The material itself is the core of the finding. Recovered anomalous material was determined to be of non-terrestrial origin — not manufactured on Earth. The hardware is sophisticatedly engineered and non-human-made, and analyzed samples are genuinely anomalous and unexplainable as conventional human manufacture. Their construction method and level of manufacturing precision were not available in the era when the material was recovered. Recreating such samples with today's technology would cost billions of dollars, if it could be done at all.

The clearest signature is isotopic. Recovered materials exhibit isotopic ratios, notably of magnesium, inconsistent with natural abundance, indicating deliberate engineering. They contain engineered isotope ratios and components never seen before, and some analyzed samples show anomalous, possibly engineered isotopic ratios that differ from terrestrial materials. One characterized specimen consists of alternating micron-scale layers of bismuth and a magnesium-zinc alloy. Garry Nolan and Jacques Vallee published a peer-reviewed academic paper on the Council Bluffs, Iowa material in the journal Progress in Aerospace Sciences.

Individual samples carry distinct properties. A magnesium specimen from Ubatuba was found on analysis to be of exceptional purity, purer than the Dow standard. Metal samples sent to Linda Moulton Howe were essentially pure, 99 percent aluminium, described as a conductor for electromagnetic fields in propulsion systems. Material recovered from a crashed craft included a memory metal that returned to its original shape after being bent, twisted, or crushed. Robert Sarbacher stated that certain materials from such crashes were extremely light and very tough. An engineer who examined recovered material described it as a silicate, an orthosilicate matrix, whose deep structure he could not probe or understand.

Much of this hardware is properly described as metamaterial: artificially structured material whose properties, not found in nature, derive from the geometry of its engineered nanostructure rather than from its composition. A Defense Intelligence Reference Document, DIRD 27, dated 6 April 2010 and authored by Dr. Gennady Shvets, addressed metamaterials for aerospace applications. To The Stars Academy acquired and purchased pieces of alleged metamaterials, including a micron-layered bismuth and magnesium-zinc metal listed in its SEC disclosure, in pursuit of its stated aim to treat these objects as technology and attempt to reverse-engineer or duplicate them. The organization sought independent scientific verification of the properties of its acquired materials, engaging Hal Puthoff's EarthTech to analyze its potentially exotic samples.

Beyond fragments, intact vehicles were held. An intact recovered craft believed capable of flight through space, water, and air was retained. A man-made disc-shaped craft was held in a close-hold facility at Norton Air Force Base in the late 1980s, and in 1966 and 1967 Warren Botz and Jack D. Pickett observed four decommissioned USAF-decaled disc X-planes at MacDill Air Force Base. Secret facilities in the desert hold technology described as decades beyond public comprehension. A site at 999 N. Sepulveda Boulevard in El Segundo, California housed a "jump room" with technology capable of teleporting biological materials, including humans. Classified black-budget aerospace programs possess science and technology far beyond publicly known physics.

The reverse-engineering effort produced human-built vehicles. The United States developed antigravity, gravity-modifying propulsion craft, and it reverse-engineered recovered craft to develop and build its own anti-gravity vehicles. A clandestine program built or possesses functioning alien reproduction vehicles. The official ridicule of unidentified craft served as cover for a real program developing vehicles that emulate their performance. A design layout of such a vehicle drew a notable response: in July 1993 Gordon Novel and his son met with Nat Kobitz at the Pentagon, where Novel presented McCandlish's drawing of the reproduction craft, and the official Novel called "Wally Katz," identified by others as Kobitz, reacted with visible shock when shown the layout. As far back as 1971, an official Australian assessment memo recorded that funds had at a later stage been allocated for the Avro advanced saucer aircraft and a crash program into anti-gravity power.

Bob Lazar's account of working on recovered craft is credible, though whether he holds the two master's degrees he has claimed remains formally disputed. Related patent work has entered the public record: the U.S. Navy formally asserted that Salvatore Pais's room-temperature superconductor and High Energy Electromagnetic Field Generator were operable, a claim that James Sheehy attested to the Patent Office and that remains disputed. The physics involved extends to programmable-matter quantum dots that can be electronically configured to replicate the properties of any known atom or molecule.

The internal assessment of this technology has been consistent. The craft technology is far beyond current human next-generation technology and understanding. A program manager described the effort's technology as not of this Earth and not made by human hands, noting that the program had run for years with slow progress. In 2002, Navy-veteran scientist Oke Shannon encouraged Thomas Wilson to meet Eric Davis. Assessment of foreign and threat capabilities was itself part of the work: Jay Stratton's Defense Intelligence Agency service involved reverse-engineering-style evaluation of foreign capabilities. The effort carried real cost to those inside it: personnel who examined recovered technology were physically injured by nuclear, radiological, and biological hazards.

The pursuit of such craft was not new to the modern era. Nazi Germany's development of disc-shaped "flying saucer" aircraft, in projects reported near Breslau and Prague, is recorded though it remains formally disputed. What that history and the present record share is a single conclusion, reached repeatedly by those who held the hardware in their hands: the material and the vehicles represent engineering neither built nor yet understood by human industry.

IV. Non-Human Biological Evidence

The recovery effort has never been limited to hardware. The United States government and its contractors have recovered nonhuman biologics or bodies that arrived with crashed or landed craft, and the government possesses biological remains of nonhuman origin held under program control. The scope of the effort accordingly included the study of biology and biologics, not only of technology. These recoveries remain formally disputed in the public record.

The earliest of these events is the best known. Bodies of nonhuman origin were recovered in association with the 1947 Roswell crash. In the pattern that followed, dead pilots or occupants were at times found inside recovered landed or crashed craft, retrieved together with the vehicles themselves.

Not all of the beings recovered were dead. Living nonhuman beings were retrieved and studied, including analyses conducted at Los Alamos in 1950 and 1951, and in some accounts were allowed to blend into the human population. One live crash survivor that outwardly resembled a human being was housed by EG&G, where staff were unable to communicate with it.

Program access extended across the full material. Undercover access covered both the recovered wreckage and the humanoids retrieved with it, and program personnel participated in the dissection of a nonhuman body. Those present at one such encounter suffered migraine headaches for two days afterward.

The determination that these remains are not of human origin did not rest on inference at a distance. It came from people with direct, current knowledge of the program and its biological analysis.

V. Capabilities & Physics

The objects observed over eight decades demonstrate flight performance beyond the capabilities of any known or conventional aircraft technology. They perform speeds and manoeuvres beyond the capabilities of any known aircraft or human technology, and their performance exceeds that of any known U.S. aircraft or weapons system. The combination of hovering, instantaneous acceleration, and extreme lift they display exceeds any known human technology, and they significantly exceed known human technological capabilities. These are structured craft of unknown origin that move within air, water, and space with flight characteristics far beyond known physics and current human technology. Their speeds, acceleration, and manoeuvrability lie far beyond any acknowledged human technology, and they move and behave in ways current known physics cannot explain, behaving in ways inconsistent with known aerodynamics and normal physics. Novel aerospace technologies observed from before World War II to the present have exhibited lift, propulsion, and operational capabilities far beyond known designs, methods, and technologies. Among catalogued incidents, a number of uncharacterized reports demonstrate unusual flight characteristics or performance capabilities, and senior U.S. officials state that the movements and trajectories of these objects cannot be explained.

The craft carry no visible propulsion. They display no discernible flight surfaces, exhaust, heat signature, or other visible means of propulsion, and no visible control surfaces or means of lift or propulsion. They have no wings, cockpits, rotors, propellers, control surfaces, or visible means of lift or propulsion — no wings, no tail, and no visible means of propulsion, no visible wings, control surfaces, or external propulsion components. They show no structural elements that adjust between flight modes, and no cockpit. In some observations the objects lacked wings or any visible flight-control surfaces, a characterization that remains formally disputed. The craft are seen flying at high speed without flight surfaces, visible propulsion, motor noise, rushing air, or sonic booms, suggesting technology unfamiliar to current physics. Their flight characteristics argue against aerodynamic principles and are consistent with force-field propulsion, and their behaviour falls within a pattern that conflicts with what modern physics predicts.

The manoeuvres exceed all human structural and biological limits. The objects withstand accelerations and g-force loads far beyond the structural tolerance of any known human-made aircraft or human occupant; the g-forces implied would exceed what a human body could survive, would be impossible for a human or other biological pilot to survive, and imply g-forces greater than any human-built craft could withstand. The craft accelerate from a standstill to out of sight in the blink of an eye, make 90-degree turns at high speed and then come to a complete stop, and perform right-angle turns at high speed near the ground, at high altitudes, and at orbital altitudes. They execute right-hand turns, retrograde orbits, and j-hooks, and they fly rings around our fastest jets. One object flew at hypersonic speeds and accelerated out of sight almost instantaneously, with no gradual spool-up.

The 2004 Nimitz encounter records these capabilities in detail. The object designated the Tic Tac traveled about 60 miles to the pre-briefed CAP point within seconds of leaving the intercepting aircrews, and objects tracked on radar dropped from 80,000 feet to near sea level in a fraction of a second and rapidly returned to altitude. The Tic Tac accelerated out of sight in under a second, accelerated away when approached and disappeared over the horizon within seconds at speeds well above supersonic, and out-maneuvered and out-performed the F/A-18 Hornets sent to intercept it, showing no apparent flight surfaces or conventional means of lift or propulsion. Comparable descents are on record elsewhere: craft dropped to 20,000 feet in a split second and descended from approximately 60,000 feet to approximately 50 feet in a matter of seconds. The advanced aerospace vehicles hovered or remained stationary, then departed at horizontal or vertical velocities and turn rates far greater than any known aerial vehicle, with little to no visible signature. Craft have also arrived near aircraft nearly instantaneously, paced or trailed them at matched speed, and then accelerated away within seconds.

The craft cross between mediums and hold position without evident effort. They exhibit transmedium travel, moving between space, the atmosphere, and water, and are capable of penetrating or sinking into solid surfaces; a January 2010 report analyzed UAP entering water using ANSYS simulation software. In a number of incidents the objects appeared to remain stationary in winds aloft, move against the wind, maneuver abruptly, or move at considerable speed without discernible means of propulsion. Objects have remained completely stationary despite hurricane-force winds of roughly 120 knots, and the craft remain on station continuously, outlasting fighter jets without running out of fuel.

Their sensory and electromagnetic signatures are equally anomalous. The objects operate in complete silence, producing no sonic boom even at supersonic speeds. They are often not detected or tracked by radar even when visually observable, fade, become transparent, or suddenly vanish from visual perception, and disappear instantaneously, sometimes reappearing elsewhere. They interfere with vehicle combustion engines and electrical systems through electromagnetic effects, a phenomenon reported repeatedly since the mid-1940s. Observers report a glow, halo, or atmospheric shimmering surrounding the craft, seen as a shimmer by day and a halo or field-like glow at night. In a small number of cases military aircraft systems processed radio frequency energy associated with the sightings. The power such performance demands is extreme: calculations from observed accelerations indicate power requirements exceeding the total nuclear power output of the United States, and the craft appear to require a power source far exceeding conventional power-generation technologies.

Physics as currently understood provides a framework for these capabilities. The speed of light, approximately 186,000 miles per second, is considered the universal speed limit. Within general relativity, the vacuum is the seat of a spacetime structure, the metric, that encodes the distribution of matter and energy, while within quantum theory the vacuum is the seat of energetic particle and field fluctuations. Standard quantum theory yields an enormous energy density for the quantum vacuum, and energy can be extracted from the vacuum of space as free zero-point or Casimir energy. Nobel laureate T. D. Lee introduced the concept of engineering the vacuum in his textbook Particle Physics and Introduction to Field Theory. The proposal of engineering the vacuum for spaceflight propulsion is solidly grounded in modern physical theory, and a significant literature exploring vacuum and metric engineering exists in peer-reviewed, Tier 1 physics publications. The described craft features are fully consistent with the principles of general relativity as currently understood. The metric-tensor approach to analyzing a distorted region is model-independent, not depending on the specific mechanisms that produced the alteration. Laboratory-prepared quantum vacuum states, notably the Casimir effect and squeezed electromagnetic vacuum states, produce small amounts of negative energy density; states of negative energy density and negative energy flux are found in General Relativity and are not rare in quantum field theory. The exotic-vacuum-object process can be scaled into a usable source of net energy, and research associated with Lockheed Martin has investigated gravity as arising from zero-point vacuum fluctuations. The principal engineering barrier is scale: the energy densities required to perturb the metric exceed by many orders of magnitude the values achievable with existing engineering techniques.

Two families of solutions to Einstein's field equations describe travel that circumvents the light-speed limit. In 1994 Miguel Alcubierre derived a spacetime metric solution to Einstein's equations, motivated by cosmological inflation, that would allow arbitrarily short travel times between distant points, a warp-drive solution within general relativity representing a class of spacetime metric solutions of the field equation. In the concept the spacecraft remains stationary inside a warp bubble while the movement of space itself produces effective faster-than-light travel, with the metric producing simultaneous expansion of space behind the spacecraft and contraction of space in front of it. Such a craft can exhibit an arbitrarily large apparent faster-than-light speed to external observers without violating Special Relativity. Implementation requires constructing a warp bubble around the spacecraft as a thin shell of exotic matter having negative energy and/or negative pressure, and sustaining it would require enormous amounts of energy. Occupants within such a bubble experience time differently from observers outside, seeing the outside world move in slow motion. The second family, traversable wormholes, is a topic of accepted mainstream theoretical physics research published in Tier 1 physics publications, and represents a class of spacetime metric solutions of Einstein's field equation. Peer-reviewed literature beginning with Morris and Thorne, and including Kip Thorne and Matt Visser, describes traversable wormholes based on General Relativity as shortcuts that circumvent the velocity-of-light limitation for interstellar travel. Wormholes are hyperspace tunnels through spacetime connecting remote regions within our universe or two different universes, and in principle different dimensions and times; a traveler moves slower than light through the tunnel while external observers see them traverse multi-light-year distances at faster-than-light speed. Related structures include the black hole, a region of spacetime whose gravity is so strong that nothing, not even light, can escape once past its event horizon. A distorted region also alters light and emissions: speed-of-light effects there can be expressed as an effective optical refractive index of the vacuum, the field strengths needed to produce a given index change through the Levi-Civita Effect are estimated by standard General Relativity and available in the literature, and an altered metric shifts the frequency of emissions, producing redshift toward lower frequencies or blueshift toward higher frequencies. A number of leading physicists hold that infinite parallel universes and parallel versions of each person exist.

Complementary lines of work address power, thrust, and gravity control. Antimatter is the most energetic potential fuel: matter-antimatter annihilation releases the highest energy per unit mass of any known reaction, an energy density many orders of magnitude greater than chemical, nuclear fission, or fusion energy. Annihilation of a positron and an electron produces two soft 511 keV gamma rays and, unlike fission or antiproton systems, creates no residual radioactivity; positron production is a mature science, with facilities operating in government, university, and commercial laboratories worldwide. In fusion, G. H. Miley developed an Inertial Electrostatic Confinement fusion propulsion unit, studied in DIRD 10 as an exemplar of fusion-powered propulsion, a concept undergoing laboratory testing at the University of Illinois Urbana Fusion Studies Laboratory and promising a high power-to-weight ratio. Beamed laser or microwave energy can heat air into a superheated explosive plasma at pressures of tens of atmospheres, whose expansion generates thrust. Antigravity propulsion depends on reducing, canceling, or shielding against the effect of gravity to enable a craft to fly, and laboratory work by Woodward and March used PZT piezoelectric samples to achieve small mass reduction with small energies for aerospace applications.

These physics threads were pursued under named defense programs. The Defense Intelligence Agency's AAWSAP program commissioned a series of Defense Intelligence Reference Documents authored by Dr. Eric Davis of EarthTech International on quantum tomography of negative energy states in the vacuum, on traversable wormholes, stargates, and negative energy, on concepts for extracting energy from the quantum vacuum, on antigravity for aerospace applications, and on laser lightcraft nanosatellites. Dr. Richard Obousy and Dr. Davis co-authored one on warp drive, dark energy, and the manipulation of extra dimensions, and Dr. Hal Puthoff authored a paper on advanced space propulsion based on vacuum (spacetime metric) engineering. The program also produced a Reference Document dated 6 April 2010 on applications of high-frequency gravitational waves. Earlier, in the late 1980s, SAIC conducted an electric and electronic propulsion study for the U.S. Air Force, under Franklin Mead of the Future Technologies Section, testing coupling between electromagnetic and gravitational forces for space propulsion. Advanced-propulsion work attributed to Salvatore Pais has been assessed as scientifically credible and peer-validated, though that assessment remains formally disputed.

VI. Encounters on the Record

These encounters span the entire era of powered flight and recur worldwide, observed primarily by military personnel and detected by radar, infrared sensors, and satellites. During the Second World War, aircrews routinely observed luminous disc- and sphere-shaped objects that paced their aircraft, recorded at the time as Foo Fighters. On June 24, 1947, Kenneth Arnold reported nine chevron-shaped metallic objects near Mount Rainier, a sighting that occurred shortly before the Roswell incident. In 1952, objects over Washington, D.C. were tracked on radar. Wright-Patterson Air Force Base was the recipient of cabled reports of a flying saucer landing in Kataghan province, Afghanistan. Personnel who have come forward describe seeing tangible technical craft at close range that prosaic phenomena cannot explain.

The most fully documented encounter took place off southern California, southwest of San Diego, in November 2004. Between roughly November 10 and 16, the Nimitz Carrier Strike Group conducted pre-deployment training before deploying to the Arabian Sea. The group comprised the USS Nimitz, USS Princeton, USS Chafee, USS Higgins, and the submarine USS Louisville, with Carrier Air Wing 11 embarked aboard the Nimitz. The Ticonderoga-class cruiser USS Princeton provided air defense with its SPY-1 Aegis radar. For days its radar had detected as many as twenty anomalous objects that appeared to descend from low earth orbit, a detection repeatedly confirmed and recorded throughout the exercise. The objects were first acquired at approximately 80,000 feet, tracked descending from high altitude, and observed changing elevation from about 30,000 feet to sea level almost instantaneously.

On the clear day of 14 November 2004, in cloudless conditions with good visibility, the Princeton vectored two F/A-18s from a training mission to intercept an unknown contact. The two Super Hornets were FastEagle 01, flown by Fravor with his weapons systems officer as lead, and FastEagle 02, flown by Dietrich with Slaight as wing, each carrying a weapons systems officer in the back seat. Commander David Fravor encountered and engaged the unidentified Tic Tac-shaped object off the coast of San Diego, as commanding officer of Strike Fighter Squadron 41 (VFA-41), the Black Aces, the U.S. Navy's Black Aces squadron; Alex Dietrich flew as his wing. The four naval aviators visually encountered the object at close quarters in clear air, and each of the four had an independent visual sighting. It was a smooth, solid-white, featureless elongated egg shape with no windows or edges, uniformly colored, with no nacelles, pylons, or wings, a roughly 40-foot Tic Tac-shaped object, approximately 40 to 46 feet in length, about the length of a semitruck. In some accounts it appeared instead black and non-uniform, with edges that did not seem smooth or symmetrical and a possible reddish discoloration. It was noiseless and egg-shaped, maneuvering abruptly and erratically over the water, above a patch of roiling, disturbed ocean that resembled frothy, boiling water on the surface. When Fravor personally pursued the object, it accelerated away; the Princeton reported that it reappeared at the aircrew's CAP point, whose coordinates were secret and not publicly known, roughly 60 miles away, in less than a minute.

The object was tracked on radar by both the USS Princeton and the USS Nimitz, and multiple independent sensor systems matched what the crews saw. Aircrew cued a targeting pod onto the radar returns and detected an infrared signature, indicating a real object. On a subsequent flight, Chad Underwood brought the ATFLIR footage back to the Nimitz, where it was reviewed: the roughly 76-second recording known as FLIR1, one of the videos filmed by Nimitz aviators in 2004. It shows instantaneous acceleration beyond known aircraft capability, and the object emitted a soft orange-red light that did not illuminate the ocean or the flight deck despite its apparent luminosity. Sensors also tracked an underwater object moving at roughly 500 knots. After landing, Fravor reported to the carrier intelligence center and detailed the encounter to the Carrier Air Wing Intelligence Officer. The case was later the first taken up by a dedicated program, in 2009, about five years after the incident, in a 28-page investigation spanning 7 January to 18 May 2009 as part of an intensive scientific investigation; the account and witness list of Doug Kurth were conveyed through official channels to investigators at DIA. The 2004 encounter remains unresolved, with no credible conventional explanation, and stands as the most credible and compelling such case for its many witnesses and sensor tracks; the aviators are regarded by colleagues as credible and not prone to exaggeration. Fravor later testified before a congressional committee about the encounter.

The United States Navy and the Pentagon have officially acknowledged the Tic-Tac, Gimbal, and Go Fast videos as authentic recordings of phenomena they cannot identify or explain. U.S. Navy aircraft and ships encountered such objects off the west coast in 2004 and off the east coast in 2014-2015, with interactions continuing in later years. The USS Theodore Roosevelt embarked from Florida in March 2015 on a ten-month deployment, and its personnel encountered the phenomena during a pre-deployment exercise. The Gimbal video was recorded in 2015 by Navy pilots from the Roosevelt using an ATFLIR pod off the East Coast, a roughly 34-second recording showing a lenticular object, like two plates joined with a bulge on top and bottom that rotates on its axis while remaining in controlled flight. It was accompanied by a fleet or formation of additional unidentified objects, including a V-shaped formation of smaller objects that reversed direction and headed away. The Go Fast video, recorded by an F/A-18 ATFLIR, shows an object traveling at high speed close to the ocean surface. UAP repeatedly intruded upon and interfered with the Roosevelt strike group; naval aviator Ryan Graves flew with the air wing and was a key eyewitness, the encounters were not confined to his squadron, and they interfered with operations and raised significant flight-safety concerns. A pilot flying off Virginia in 2014 encountered an object described as a cube encased within a sphere, its points touching the sphere, seen as a dark gray or black cube inside a clear translucent sphere, and reported nearly colliding with it.

These East Coast objects remained stationary against high winds, unlike balloons, flew with no transponders and no squawk, and appeared in a V or wedge formation of roughly five objects, forming transient patterns ranging from a straight parallel line to a tight cluster. Some showed three bright points at the bottom corners as they slowly rotated on a horizontal axis. Though brightly illuminated and fast, they were at no time visible to the naked eye, and appeared far too large to be planets, monstrous in size even at a distance. Witnesses close to them heard a humming sound like a transformer. Crews initially attributed the detections to a malfunction of their newly upgraded radars rather than real objects, before the objects were detected on radar at the same time they were visually observed. The aircraft reported no mission-computer, avionics, radio, or communication problems and had entry into the Link-16 network, yet the radar was jammed in essentially every mode and could not get a lock. Official near-miss reports were filed through Navy channels, with the Navy acknowledging 11 near misses between 2004 and 2021; a Fleet Forces Command operations officer wrote that the objects were causing multiple near midair collisions and that the exercise might have to be shut down. An Air Force noncommissioned officer said his crew was at times diverted from missions to track objects off the east coast of Florida, where a recurring point of departure and return was reported in the ocean east of Miami and north of Bermuda.

The objects move freely between air and water. In July 2019, watchstanders aboard the USS Omaha observed a UAP that entered the water off San Diego, an object with no observable exhaust or control surfaces that could not be explained; the footage was later released by documentarian Jeremy Corbell. A publicly known Puerto Rico case involved an object that appeared to travel transmedium and was analyzed by the Scientific Coalition for UAP Studies. A very large underwater object, bigger than the tracking submarine and an offshore oil derrick, was followed for hundreds of miles. During a missile recovery, a large round black object the size of a small island rose toward the surface directly beneath the missile and a frogman. One object changed shape while submerged and emerged as a shimmering, maneuverable belt-shaped shaft of light, and elsewhere a glowing light dove into the water near the shore. Satellite imagery from 2017 depicts such an object, and government networks hold infrared footage of vessels engaged in nighttime collection over the Pacific. In other footage, a large equilateral-triangle UAP suddenly appears directly over the ships.

Among the gravest encounters are those over nuclear weapons. Incursions occurred over U.S. ICBM and Air Force bases, including Malmstrom, Minot, Loring, Wurtsmith, and Kirtland, during the 1960s and 1970s, and are reported at U.S. nuclear missile facilities generally. During the 1967 Malmstrom incident, activity coincided with nuclear ICBMs being rendered inoperable and taken offline; an entire flight of ICBMs malfunctioned and went offline. While a UAP hovered over a missile site, roughly ten ICBMs shut down and became inoperable, and ten missile silos were taken offline. The flight's missiles went down at the time security personnel reported an object hovering at the site, an event in which the missiles were shut down and taken offline. Site guards at the Echo Flight missile site reported seeing unusual objects overhead. Such incursions recurred over nuclear weapons bases in the 1970s, including 1975, with advanced vehicles repeatedly overflying dozens of restricted bases housing nuclear weapons. On the late evening of October 30, 1975, ground personnel followed an object first reported as a helicopter along a base perimeter and past the main gate.

The pattern is not confined to the West, and abroad it sometimes inverted. In October 1982, objects appeared and maneuvered over a Soviet ICBM base in Ukraine, where nuclear missiles were activated, powered up and readied for launch rather than shut down and switched into a launch-ready state that on-site personnel could not stop. Soviet warplanes were ordered to fire on the objects; in three cases where MiGs fired, the planes fell out of the sky and two pilots died, and Colonel Boris Sokolov recorded 40 incidents in which Russian fighters were sent to intercept. In September 1964, from a hilltop near Big Sur, Robert Jacobs filmed a dummy nuclear warhead launched aboard an Atlas ICBM from Vandenberg, where he was a 1st Lieutenant in charge of a photographic squadron; the film showed a UFO firing beams of light that disabled the warhead, which tumbled and fell away. At Vandenberg an object charged toward security guards before darting away; the morning red-square event was followed within 24 hours by further sightings, including aggressive behaviors, and two guards lost radio contact on their way back. At the time the National Reconnaissance Office deemed the launches being conducted the most important in twenty-five years.

In December 1980, at the joint UK-US military facility near Rendlesham Forest, Suffolk, U.S. servicemen Jim Penniston and John Burroughs encountered a landed craft near the RAF base. Over subsequent nights, a patrol led by Charles Halt witnessed an intelligently controlled object with lights and incursions; moments later the patrol reported that the object had shot off and was gone. It remains among the most significant and controversial military UAP events.

In northern Brazil, Colares Island and the Amazon delta were visited through the 1970s by flying objects of unknown nature, peaking in late 1977. Between June and December 1977, numerous reports of objects of various shapes were collected. Residents called them chupas, said to make a humming sound like a refrigerator or transformer, and they photographed the vehicles they called chupa-chupas. Most of the roughly 2,000 inhabitants were struck by light beams shot to the ground by the objects; many victims were hunters who had climbed into jungle trees at night to spotlight game, and they were men and women of varying ages with no discernible pattern, many of whom did not speak English. The beams injured inhabitants, with some reported deaths. Dr. Wellaide Cecim Carvalho, the physician in charge of the Colares health unit, treated at least thirty-five patients with such injuries by November 1977. Case files were compiled under Project Colares, on incidents that caused death and injury to inhabitants. The Brazilian Air Force conducted an official months-long on-site investigation, Operation Plate, in 1977-1978, obtaining extensive film, photographs, instrumented detection data, and eyewitness accounts. It was led by Lt. Colonel Uyrange Hollanda with a team of specialist investigators and physicians, which captured footage and about 300 photographs and recorded extensive instrumented data, generating over 1,000 pages of documents, more than 500 photographs, and fifteen hours of motion film. In 1983 General Uchoa worked with the colonel who had commanded the intelligence unit that investigated the events; a dinner in Washington, D.C. was later attended by General Paulo Roberto Yog de Miranda Uchoa, then Brazil's Minister for Homeland Security. Journalist Bob Pratt investigated the injuries and wrote UFO Danger Zone: Terror and Death in Brazil, and Jacques Vallee traveled to South America in the 1980s to investigate the chupa wave and reports of close encounters resulting in death or injury, detailing his fieldwork in Confrontations: A Scientist's Search for Alien Contact.

Physical harm has attended other encounters. In the Cash-Landrum case, three witnesses suffered injuries that medical experts attributed to ionising radiation, and the object was a U.S. Department of Defense project; during it, a popping sound came from a witness's car as if its sheet metal were warping. In a 2005 close encounter near Bend, Oregon, a blue orb passed through Ron Becker's body, resulting in injury and subsequent medical issues. In another encounter a man named Woods was unable to breathe, as was his partner, until he flashed a flashlight at the object, when the pressure eased and he could breathe again.

In Utah's Uinta Basin, a single ranch became the focus of sustained study. Cattle mutilations occurred in the basin and on the property before the Gorman family arrived in 1994: one cow's ear had been cleanly and skillfully removed to the skull, a calf's ear cut as if with pinking shears and two calves' eyelids punctured with small round holes, with no blood in the nearby stream. A large doglike animal was pierced at close range by an experienced marksman's rifle bullets without reacting or going down, and a creature appeared to vanish into thin air on open ground. The family observed blue orbs: in summer 1996 one flew in the tree line and circled a horse's head; another passed the home and dimmed the house and yard lights as if on a dimmer switch before they returned to normal; three dogs chased one as it flew into undergrowth and trees; and when Ellen Gorman turned on a flashlight, the orb instantly darted into nearby tree limbs as if avoiding the beam. In 2002 four young men saw a blue-white ball of light fly out from the direction of the ranch. The family moved away, purchasing a small ranch twenty-five miles from the property.

Robert Bigelow learned of the ranch and its incidents through 1996 press coverage and, flying to Utah, met the rancher and purchased the property the same day he arrived. His institute took over, after which the phenomenon became markedly more elusive and hidden; Jean and Richard Dietz served as on-site caretakers from 1999, living at Homestead 1. By April 1995 the long winter had ended and heavy rains had begun. On the warm, clear night of August 25, 1997, the team monitored the ranch from the edge of a bluff. Investigators documented a musk-like odor that recurred unpredictably, sometimes appearing inside the command center; tampering that routinely opened doors, made padlocks vanish, and caused the dogs to escape, despite several heavy-duty deadbolts on both the inside and outside of every door; and salt found switched into the pepper shaker and the pepper into the salt. In February 2002 a perfect circle appeared overnight in an ice-covered pond, about six feet in diameter and one-quarter inch deep, which examination indicated had been carved by a sharp object moving counterclockwise, with shavings at the grooves' edges, and around which there were no footprints in the mud except hoof prints from grazing cattle. Several digging operations were conducted at the ranch in an attempt to provoke the phenomenon; the holes were about a foot deep and several feet wide, sloping downward from the edges.

The federal program that followed extended the work across the country. Investigators interviewed eyewitnesses in northeastern Utah, Dulce NM, the San Luis Valley CO, Malmstrom AFB MT, Yakima WA, and the Hudson Valley NY. A Fergus County Sheriff's Office call log records a civilian report of two silent V-shaped UAP near Malmstrom AFB. At the ranch, James Lacatski saw an unidentified technological device hovering silently in an adjacent room in broad daylight. Gamma-ray measurements taken with a Canberra Colibri Geiger counter during the 2009 and early 2010 tours were later re-examined, though sampling at multiple ranch locations indicated only background radiation levels, a finding that remains formally disputed. A July 2010 report documented an anomaly at Bigelow Aerospace, alongside a Window Rock, AZ investigation and an integrated threat analysis. A serving CIA official, Jim Semivan, and his wife had a frightening encounter at their own home while he was still at the agency.

On January 12, 2007, two USAF F-15Cs from RAF Lakenheath, equipped with APG-63v1 Suite 4 mechanically scanned pulse-Doppler radar, flew in the East Anglian Military Temporary Reserved Airspace just north of the base. Amateur radio enthusiasts recorded the airborne F-15Cs, capturing the aircrews reporting numerous radar tracks and a few visual sightings of an unidentified object. Captain Douglas and his wingman made at least three additional passes, visually acquiring the object and tracking it on radar using auto-guns mode. On each visual sighting it appeared as a small black rock that was not falling, tracked between 17,000 and 18,000 feet; after a bump acquisition the radar reacquired the track at 17,700 feet moving at low speed, and Captain Douglas recalled it moving no more than 60 knots, though the recording showed up to 80 knots at times. A 21 April 2009 investigation report was produced on the incident. A proposed conventional explanation, that the objects were an identified phenomenon such as a planet substantially refracted by the atmosphere, stood against the simultaneous radar and visual tracking.

Aircraft intercepts recur across the record. In one, a captain gained a radar lock on unreported traffic approximately 15 nautical miles ahead, flew the intercept, and visually acquired the object at approximately 500 feet of separation; during the lock its speed changed from 170 to 1,100 mph and its altitude from 9,000 to 5,000 feet, up to 11,000, and then to ground level within seconds. The object tilted up at about forty-five degrees and began climbing, its maneuver executed with virtually no noise, over a total observation of approximately three to five minutes before the mission was terminated and the aircraft returned to base. Fighter jets were scrambled on several occasions to intercept objects tracked on radar, and Navy pilots and officers verified an incident in which a giant craft shot away at speed as pilots climbed toward it. A gray, stubby, wingless object changed color from dull gray to light green and disappeared within about two seconds.

Recent years have brought a distinct class of encounter. During a routine airspace surveillance mission in the Eastern Air Defense Sector, an F-22 observed multiple UAP contacts at mission altitude. One object established a rigid spatial relationship with the F-22, maintaining exact position and orientation parallel with the cockpit despite multiple evasive maneuvers, and the fighter was unable to establish radar locks. On another occasion an F-22 broke trajectory and attempted to evade but was intercepted and boxed in by approximately three to six UAPs and was forced out of the mission area under their escort. Moving to intercept, an F-22 pilot observed multiple metallic orbs, slightly smaller than a sedan, hovering in place, and a smaller group accelerated at rapid speed toward the F-22. The objects ranged in size between a softball and a watermelon and up to the size of an SUV, not resembling conventional drones, their surfaces roiling like the surface of the sun. Truck-mounted video showed two small brightly lit red orbs moving in unison above a driver who was unaware. A large swarm of drones flew over Langley Air Force Base in Virginia in a December incursion, and objects were observed over Oak Ridge, Tennessee, through which a Chinese spy balloon separately passed near Oak Ridge. Three investigators separately verified six to eight brightly lit circular orbs about two miles away through night-vision goggles, and one orb was about two to three times the size of a baseball, with a clear hard shell containing a swirling intensely blue substance. Off Kuwait, a roughly 13-minute high-definition video shows a white orb emerging from the ocean about 20 miles offshore, filmed from a helicopter, with a second orb briefly entering the frame before rapidly moving out.

The encounters recur worldwide. In 1994 in Ruwa, Zimbabwe, a craft landed near the Ariel School and was witnessed at close range by elementary schoolchildren in the middle of the day. In April 1966 a craft was witnessed hovering over the Westall school field, which then tilted at an angle and departed at great speed. Over southern Illinois before dawn on January 5, 2000, a witness reported an object resembling a floating house with bright internal lights flying low, and police officers reported the same object: Millstadt officer Craig Stevens reported it at 500 to 1,000 feet at about 4:30 a.m., Shiloh officer David Martin reported a large black triangle with bright white lights, and Lebanon officer Ed Barton reported a low-flying massive elongated triangle emitting intense white light. Witnesses heard a very low-pitched hum as it passed overhead, noticed on pulling over that it made no sound, and saw a red flashing light on its edge. Triangular craft recur elsewhere: at Louisville, about 15 people witnessed an object, with 8 or 9 describing a triangle; near Franklin, North Carolina in February 1986, two people on a motorcycle saw lights in a triangular pattern; the lights disappeared and reappeared in the same area and pattern over three cycles, and a responding officer independently observed the same stream of objects from farther away.

Near Stephenville, Texas on January 8, 2008, radar analysis showed an object accelerate to 532 mph in 30 seconds and then decelerate to 49 mph ten seconds later without altering course; it disappeared from radar between 7:03 and 7:10 pm and then reappeared on the same directional track. Over an airport, flight crews saw a disc-shaped object hovering beneath a cloud layer at 1,900 feet above a terminal gate, which then appeared to suddenly shrink and vanish before the crew. An Argentine airline Boeing 727 was approached at high speed by a white light on a collision course that halted about 100 meters from the aircraft and then flew in formation about 4,200 feet below it for about a minute. In an African case, an airliner crew saw a large pear-shaped object flying in formation with six smaller objects, and objects raced away toward Lake Tanganyika at close to the speed of sound, disappearing in a straight line after a brief 15-second chase. Near Hamilton, Ontario in late August 1981, five adults saw a disc about 50 feet in diameter maneuver near their car and cross the road. In Georgia, a witness deliberately aimed a million-candlepower spotlight at a large black triangular object and received an immediate response: the triangle immediately fired back a radiation beam. Former Arizona governor Fife Symington said the craft he saw during the Phoenix sightings was not a plane, not flares, and did not resemble any man-made object, a craft shaped like a fat arrowhead with a concave rear that appeared to contain dim white flashing strobes. On April 30, 2004, a Woodbridge, NJ observer saw a jet black, glossy, cylinder-shaped craft at roughly 1,000 feet. In January 1996 Jicarilla Apache officials encountered an enormous flying object large enough to span an entire canyon, a small hovering craft roughly 30 feet across with a flat bottom, which the Navajo Rangers investigated. And Travis Walton went missing and reappeared five days later, with no explanation found for his whereabouts.

Large silent craft appear across the record. Five witnesses at a military entry control point described a craft larger than a football field that hovered silently for about 45 seconds before shooting away at high speed. A November 2004 triangular craft moved very slowly, about five miles per hour across the witnesses' line of sight, and made no sound. One craft was more than 75 feet long and at least 10 feet in diameter; another was two to three stories high and the length of a football field. A witness's attention was drawn to a large black object in the sky, initially resembling a small cloud formation. One sighting lasted over a minute before the objects abruptly disappeared, the lights all white.

A prolonged nighttime presence was documented in detail at the ranch. About 9:30 one evening, Buck Scarsdale reported a black object with no lights hovering silently over a greenhouse about 300 yards from his residence; just after midnight on July 10 he saw a single large, intensely blue light about a third of a mile away on the northern pasture. On another night a bright light suddenly appeared in front of Buck and Roger, while Joanna and Bo, on the porch, saw nothing, though Bo and Joanna both later confirmed they had seen the light. Joanna and Bo were staring at the intense blue lights, while Buck caught the bright flash only out of the corner of his eye. Seven lights hung stationary several feet above the ground in the orchard about 500 feet away, and nobody saw the lights blink off or any large object move out; the witnesses watched a floating light about five feet in diameter, roughly 300 yards away, for about five minutes before it vanished. The horses were extremely and uncharacteristically wild, bucking and whinnying as if a predator were near, and all the dogs in the neighborhood were barking; earlier, shortly after 11 p.m. on March 12 all the dogs had suddenly started howling and barking hysterically. All three froze when a loud click broke the silence; a second click, reverberating like a pistol shot, came from dense bushes about 20 yards away, unlike a branch snapping and not seeming mechanical, sounding several yards behind the group until, on the fifth, all three hurried out for their vehicle. The back gate was confirmed still closed and padlocked, and all the lights in the area had vanished as the group drove in. Objects and lights repeatedly dimmed the moment a witness moved: the light disappeared as soon as the witnesses stepped off the porch, and dimmed abruptly as Buck and Bo stepped onto the patio. As before, there was no sound associated with the object, only sometimes a faint crackling like static electricity. Radio-controlled model gliders flown in the area had been fitted with bright blue lights and an intense momentary white beam so the models could be seen in flight.

Electronics and equipment failed strangely around the phenomenon. Three cameras lost power almost simultaneously at about 8:30 pm the previous night, without revealing a cause; on another occasion the camera wiring had been torn out and all the duct tape meticulously unwound from the wires and pole, leaving no trace. From a phone left on the charger, dozens of unrelated vacation and holiday photo files were deleted, leaving only the contact list. On May 8, 2009, Derek Jones, alerted by his dogs, witnessed one such incident, and uprooted poles were returned almost, but not quite, to their original positions, the old ground depressions still visible. Roger arrived about 45 minutes later, and together they replayed the 30-second video clip. In one case police told a witness a blown transformer had caused the outage, which the power company did not confirm, and elsewhere household power went out and fluctuated on and off, waking a sleeper.

The record now reaches the highest levels of government. Representatives Gaetz, Burchett, and Luna together attended a briefing in Florida regarding a UAP episode. President George H.W. Bush said his Pentagon liaison officer described to him in detail a major UAP event of the early 1960s. Senator Ted Stevens recounted his own sighting from when he was a pilot during World War II. Walter Haut, of sound mind, knowingly approved every word of his signed affidavit.

VII. The Government Programs

Official inquiry into these objects began in the first years after the Second World War. In September 1947 General Nathan Twining, head of the US Air Materiel Command, wrote a now-famous memo about the flying discs. A small secret group studying flying saucers was headed by Dr. Vannevar Bush, head of the defense Research and Development Board. The Air Force opened Project Sign, which commenced in December 1947 and ran until February 1949 and produced a highly classified 1948 report titled "Estimate of the Situation," which Edward Ruppelt claimed to have seen. Project Sign was renamed Project Grudge, and the two efforts of the late 1940s were the predecessors of Project Blue Book. A parallel effort, Project Twinkle, analyzed green fireballs and UAP at Los Alamos and other sites including Sandia Base, White Sands and Holloman.

In December 1952 the government convened a panel of top scientists chaired by physicist Howard Robertson, including Nobel laureates such as Luis Alvarez, to investigate and advise on the UFO problem. The CIA convened this Robertson Panel, a series of meetings commissioned under Director Walter Bedell Smith. Project Blue Book was a multi-year US Air Force program that catalogued and investigated reports of unidentified aerial objects; its files documented thousands of UAP sightings. Dr. J. Allen Hynek served as the Air Force's scientific consultant on UFOs, investigating cases from 1947 to 1969. The Air Force ended Project Blue Book in 1969, and the program was formally terminated that year.

Other governments ran their own efforts. The Soviet Union secretly operated UAP investigation programs — dual civilian and military efforts running about 13 years — while publicly denying interest, collecting thousands of sighting reports. Colonel Boris Sokolov headed the Soviet Ministry of Defense's UFO/UAP investigation program for over a decade, and the Soviet and Russian state commissioned its own official UFO/UAP investigation. In Israel, Haim Eshed headed the country's space program as director of space programs for the Ministry of Defense for about three decades, and led the creation of Israel's first satellite in the 1980s.

The government also carried a long-standing interest in the mind. It maintained a research interest in remote viewing and related psychic phenomena such as clairvoyance and mind control. That program was run at SRI International, where Hal Puthoff ran a CIA-funded remote-viewing/ESP research program; the CIA awarded SRI an initial contract of roughly $50,000 to $60,000. The remote-viewing program (Stargate) was later transferred to and run by the DIA, then transferred back to the CIA and canceled in the mid-1990s after a report questioned its intelligence value.

Private science filled the gap the Air Force left. Robert Bigelow founded the National Institute for Discovery Science (NIDS) in the mid-1990s with a mission to scientifically study UFOs/UAP and other anomalous phenomena that mainstream science had ignored. Bigelow purchased Skinwalker Ranch in Utah in 1996; after publicity about the property, NIDS quickly purchased the Gorman (Skinwalker) ranch and became responsible for it, with Tom Gorman staying on as the NIDS ranch manager. Some Fort Duchesne Ute tribal members were unhappy about the purchase and warned that it was a mistake. In July 1996 Colm Kelleher, Eric Davis, and George Onet were hired as the full-time salaried core scientific investigative team of NIDS, and a NIDS team including Kelleher and Davis conducted a multi-year on-site investigation of the Skinwalker Ranch anomalies from 1996 to 2002. Their effort was chronicled in the 2005 book Hunt for the Skinwalker, co-authored by Colm Kelleher and George Knapp. Research at the ranch has continued: Brandon Fugal assembled the team that has carried it on from 2016 to the present.

NIDS assembled a prominent multidisciplinary science advisory board that included former astronauts such as Edgar Mitchell and Harrison Schmitt and scientists with military and intelligence backgrounds. Jacques Vallee served on that board, whose members included Hal Puthoff and Ed Mitchell; Puthoff sat on it as part of its UFO component. Dr. John Alexander, a former US Army intelligence officer, also served on the NIDS board, and the investigative team included a retired FBI special agent and a retired AFOSI investigator. NIDS studied the low-flying black-triangle phenomenon closely, selecting 127 black-triangle cases for a 2001 report on its website and investigating hundreds of such cases across the United States, including a 2004 analysis of more than 500. Its eyewitness-sightings database held approximately 1,570 to 1,600 reports covering 1946 to 2004.

The bridge from private inquiry to the federal government ran through two men. In 1996 Harry Reid was invited to a NIDS board meeting in Las Vegas, where George Knapp connected him with Robert Bigelow. James Lacatski was a highly qualified rocket scientist and ballistic-missile physicist at DIA, holding a doctorate in engineering, and an intelligence officer in the Defense Intelligence Agency's Defense Warning Office in 2007. With his managers' approval, Lacatski wrote a June 2007 letter to Robert Bigelow seeking permission to visit the ranch property near Fort Duchesne, Utah. He conceived and was the primary creator of the AAWSAP program. Senator Harry Reid secured the black-budget funding for the program that became AAWSAP: Reid, with Senate co-sponsors and Robert Bigelow, secured approximately $22 million in Department of Defense funding for AAWSAP, executed through the DIA and Bigelow's contractor. None of what followed would have happened without Robert T. Bigelow and Senator Harry Reid.

The Advanced Aerospace Weapon Systems Application Program (AAWSAP) was a covert two-year, $22 million program run by the Defense Intelligence Agency. The DIA issued the contract solicitation (HHM402-08-R-0211) in August 2008, then awarded BAASS the two-year, $22 million contract HHM402-08-C-0072 commencing September 22, 2008. The program was funded at $10 million in its first year and $12 million in its second, and the first year allocated approximately $10 million, for approximately $22 million in total government funding. James Lacatski served as the DIA Program Manager and Contracting Officer Representative for the contract, and also as its security coordinator and counterintelligence coordinator. Colm Kelleher, reporting to Robert Bigelow, served as program manager (Deputy Program Administrator) of the AAWSAP BAASS operation in Las Vegas. Both held their positions until the end of the contract in December 2010. The effort began in September 2008, ran out of the Defense Intelligence Agency from 2008 to 2010, and ended around late 2010 to 2011 after its funding was pulled — abruptly terminated roughly 27 months after it started, though it had originally envisaged extension and expansion into 2011 and beyond.

AAWSAP was the government's secret UAP/UFO investigation program — the first official, fully funded US study of UAP since Project Blue Book was terminated in 1969. Its principals describe it as a UFO/UAP-focused program, established by the Pentagon to investigate UAP reports. Its stated objective was to understand the physics and engineering of advanced aerospace weapon applications relative to the foreign threat out to the year 2050, and the name stood for the Advanced Aerospace Weapon Systems Application Program. It deliberately set the widest possible investigative scope from the outset, following the evidence rather than limiting the inquiry, and was not conceived to study projected advances in aerospace technology except in relation to UAP. The program researched both UFO craft performance and the effects of UFOs on humans, including physiological, pathological, psychological, and paranormal effects. Between September 2008 and December 2010 the Pentagon spent millions of dollars investigating UAP and reported paranormal and psychic correlates. BAASS conducted its work through seven multidiscipline departments: Experimental, Data Collection, Data Analysis, Advanced Technology, Consciousness, Medical, and Integrative Research. It planned for a staff of possibly 250 people, drew on military counterintelligence professionals, retired police officers, project managers, PhD-level scientists, engineers, technicians, Russian, French, and Portuguese translators, database analysts, security officers, and administrative staff, and hired a small team of ten investigators with extensive intelligence and law-enforcement investigative experience.

A central achievement was the development of the Data Warehouse, the world's largest coherent UAP/UFO database. Ten people worked forty hours per week developing it. Jacques Vallee authored the AAWSAP CAPELLA Data Warehouse Development Plan dated 10 December 2008 and was the primary consultant advising its design and development. Its format was based on the Six-Layer Model for Anomalous Phenomena developed by Jacques Vallee and Eric Davis, and each case was assessed using Vallee's SVP credibility index and classification methodology. The Warehouse comprised eleven separate databases with supporting documentation in electronic format — including NIDS, pilot reports, Project Sign/Grudge/Blue Book, UFOCAT, MUFON, Project Colares, Canadian and UK government releases, internal BAASS cases, and Skinwalker Ranch data. Its 11 databases, containing over 200,000 UAP reports, were delivered to the DIA, drawn from a UFO data warehouse of roughly 200,000 to 240,000 case files in multiple languages, possibly the largest ever created. Before it, UAP sighting data had been scattered across more than twenty smaller databases in the United States and more than a dozen internationally; the objective was to build the world's first comprehensive searchable database of advanced aerial technology maneuvers, so that AAWSAP BAASS could become the central information source on UAP in the United States and worldwide.

The constituent databases were specific and countable. The Weinstein pilot database contained 483 historical records spanning 1942 to 2007. The Canadian Release database held roughly 779 to 795 records of cases ending in 1981; the UK Release database, 2,879 records spanning roughly 1950 to 2000. The Project Colares database comprised 356 historical cases spanning 1977 to 1978, and UFOCAT held 203,805 historical records up to 2008. The Sign/Grudge/Blue Book historical spreadsheet (1947–1969) held 15,674 cases; the Utah Ranch spreadsheet, dated April 3, 2012, 582 historical and current cases spanning 1950 to 2012; and the BAASS current-reporting spreadsheet (1999–2010) 27 cases. The database was populated with scrubbed cases from Danish, French, Brazilian, Canadian, and British files. BAASS also undertook acquisition of the archived Project Blue Book case files and related databases. A companion Project Database combined data on advanced aerospace vehicle performances in the US and other countries over the past 60 years, while Project Engagement located and rapidly accessed geographic sites experiencing displays of advanced aerospace vehicles. The Warehouse was reactivated in 2021 and is in use in government UAP-study locations, now with an AI interrogation capability added to the upgraded system.

AAWSAP produced an enormous amount of research. BAASS submitted more than one hundred separate technical reports to the DIA over the roughly two-year program, filing detailed activity reports, sometimes hundreds of pages long, to the DIA every 30 days. The BAASS Project Management Plan was written in November 2008 for submission in early December. The DIA published 38 in-depth position papers as Defense Intelligence Reference Documents (DIRDs); thirty-eight were prepared for the AAWSAP/OSAP program, of which seven addressed UAP propulsion topics and two addressed UAP spatial and temporal translation. Their subjects ranged across advanced physics: "Advanced Space Propulsion Based on Vacuum (Spacetime Metric) Engineering" by Dr. Hal Puthoff of EarthTech International, dated 29 March 2010; "Negative Mass Propulsion" by Dr. Friedwardt Winterberg of the University of Nevada-Reno, dated January 3, 2011; "Metallic Glasses: Status and Prospects for Aerospace Applications"; "The Role of Superconductors in Gravity Research"; "Technological Approaches to Controlling External Devices in the Absence of Limb-Operated Interfaces"; "Quantum Computing and Utilizing Organic Molecules in Automation Technology"; "Cognitive Limits on Simultaneous Control of Multiple Unmanned Spacecraft"; "The Space-Communication Implications of Quantum Entanglement and Nonlocality"; "High-Frequency Gravitational Wave Communications"; "Cockpits in the Era of Breakthrough Flight"; "Materials for Advanced Aerospace Platforms"; and "Metamaterials for Aerospace Applications," dated 6 April 2010. Further papers covered "Inertial Electrostatic Confinement Fusion" by Dr. George Miley and ultracapacitors as energy and power storage devices by Drs. J. Golightly and V. Teofilo. Dr. Eric Davis of EarthTech International authored several: "Quantum Tomography of Negative Energy States in the Vacuum" (11 January 2011), "Concepts for Extracting Energy from the Quantum Vacuum" (6 April 2010), "Traversable Wormholes, Stargates, and Negative Energy" (6 April 2010), and, with Dr. Richard Obousy, "Warp Drive, Dark Energy, and the Manipulation of Extra Dimensions" (2 April 2010).

The program ran active field investigations. The Tic Tac (Nimitz) investigation was initiated and executed by AAWSAP/BAASS, which produced a thorough report on the case. BAASS deployed abroad: its North team went to the Brazilian state of Ceara to meet UFO organizations and follow up on recent sightings, and between May 25 and June 3, 2009, two separate teams of investigators and Portuguese translators were dispatched to Brazil, documented in a May 2009 Monthly Report covering facilities, recruiting, MUFON investigations, and the Brazil deployment. BAASS assessed UAP report releases from the British, Canadian, French, and Danish governments. It maintained multiple laboratories ready to conduct forensic, photographic, metallurgic, isotope, biological, and chemical analyses of specimens received from MUFON, which notified BAASS of reports because the two organizations had a collaborative relationship. BAASS also produced a prototype design for an Unmanned Autonomous Surveillance Platform dated 6 April 2009, and 2010 addendum reports including a Russian Thread III Project report and analyses of the Weinstein pilot database and the Utah Ranch database. At the ranch itself, BAASS deployed plants to serve as biosensors for radiation, electromagnetic anomalies, and DNA-damaging agents, including transgenic plants and a spiderwort stamen-hair assay monitoring color change from blue to pink. It delivered a 360-page Utah Ranch Investigation report covering August 2009 to February 2010 to the DIA in April 2010 and a 26-page document cataloging Utah Ranch events from 1 September 2007 to 2 April 2012. Despite hundreds of days of human monitoring and years of camera surveillance, the team obtained nothing constituting strong evidence of anomalies at the ranch. BAASS physicians and researchers followed HIPAA privacy protocols in their medical interactions with Jones, and observers such as Buck Scarsdale used Generation III night-vision goggles borrowed from the AAWSAP BAASS team.

As the work deepened, its handlers sought greater protection. AAWSAP/BAASS determined that a Special Access Program was necessary to protect its sensitive data and enable deeper access. In 2009 Senator Harry Reid formally requested waived Special Access Program status for the sensitive projects in a letter to Deputy Secretary of Defense William Lynn. Classification rules permit waived and unacknowledged special access programs with limited or no congressional reporting. In December 2010, BAASS leadership including Lacatski and Kelleher met AFOSI Office of Special Projects personnel at Joint Base Anacostia-Bolling to initiate a data analysis exchange. Beyond these formal offices, a covert, long-running US "Legacy Program" involving multiple government agencies and defense contractors exists to retrieve and reverse-engineer UAP. A named unacknowledged special access program is described as a strategic intelligence program that is part of the US military's family of long-standing, highly sensitive programs dealing with the UAP problem, and whistleblowers revealed the name of this active, highly secretive DoD USAP. It remains formally disputed, but VADM Thomas Wilson is described as having met with special access program overseers and been told of a special projects record group comprising a subset of unacknowledged, carve-out, and waived programs outside the usual SAP system.

One such program has been named as Immaculate Constellation, described — though its existence remains formally disputed — as an unacknowledged special access program created within the Department of Defense around 2017. It is described as serving as a central or parent USAP that consolidates observations of UAP detected by tasked and untasked collection platforms, with holdings that include high-quality imagery intelligence (IMINT) and measurement-and-signature intelligence (MASINT) of UAPs. UAP intelligence collection is described as coming from a blend of tasked/directed and untasked/incidental capabilities positioned in low Earth orbit, the upper atmosphere, aviation altitudes, and maritime environments, and the military and intelligence-community holdings include imagery collected using IR/FLIR, full motion video, thermal, and still photography sensors. A separate document lists notified entities including Commanders Net, ROYAL Ops, COSMIC Ops, MAJ Ops, MAJI Ops, COMINT Ops, COMSEC Ops, ELINT Ops, HUMINT Ops, and AFOSI Nellis Division, and a secret US space program is said to operate craft and crews out of Vandenberg AFB.

These programs were tied to secure test locations. Area 51, within the Nevada Test and Training Range, is a secret USAF base used to test experimental aircraft and advanced technology away from public view, and a separate facility designated S-4 exists near Papoose Lake, adjacent to but separate from Area 51. David Fruehauf worked at Area 51 from 1979 to 1985, commuting daily from Las Vegas on Janet Airlines flights. A rumored CIA "jump room" to Mars was located at the site in question. The history of America's rocketry ran alongside this: Wernher von Braun played a central role in the Apollo program, becoming known as its father.

AAWSAP's public identity emerged in a tangle of names. AATIP, the Advanced Aerospace Threat Identification Program, emerged out of AAWSAP as its successor Pentagon UAP effort, and originated as an unclassified substitute nickname for AAWSAP, created for Senator Reid's letter, and the name stuck. Reid's sponsorship led to the creation of the AATIP program, which existed as a real government program. AATIP focused on investigating UAP encounters involving US military personnel and controlled military airspace and operated as a small team constrained by minimal funding — a much narrower effort than the larger, broader AAWSAP. Luis Elizondo led the Pentagon's AATIP effort tracking and investigating UAP; he had earlier joined the AAWSAP program, and the Pentagon's UAP investigation continued under Elizondo after its official funding ran out. Elizondo was later employed by the US Space Force. Hal Puthoff and Eric Davis served as scientists on the AAWSAP/Bigelow program, and Puthoff also worked on the AATIP program as one of its scientists.

In December 2017 a New York Times front-page article publicly revealed the secret Pentagon UAP program AATIP, disclosing the existence of a previously secret Pentagon-funded UFO investigation program. The story reported that Senator Reid and Senate colleagues had secured $22 million in black-budget funds for a Pentagon UFO program it identified as AATIP. That reporting conflated AAWSAP with AATIP, misattributing the program's identity and funding; the claim that the $22 million appropriation secured by Senator Reid funded AATIP is disputed, since the money in fact ran through the DIA's AAWSAP contract. How AAWSAP was created and what it was designed to do was later set out in Skinwalkers at the Pentagon and its sequels, written by program managers James Lacatski and Colm Kelleher with George Knapp as co-author; the books described how AAWSAP was created and what it was designed to do, with Knapp described as a leading journalistic authority on the program. The short summaries in the books' appendix were created using extracts taken from the DIRD documents themselves.

The 2017 disclosure reopened official inquiry. Jay Stratton created the inquiry that became the UAP Task Force after the 2017 New York Times story prompted congressional questions. The Department of Defense established the UAP Task Force in August 2020 within the Department of the Navy, and Stratton created and led it from within the Navy, heading the DoD UAP Task Force from 2020 to 2022; he had earlier been part of the AATIP program led by Luis Elizondo. David Grusch served as the NRO's liaison and top UAP representative to the UAP Task Force from 2019 to 2021, sitting on it as his agencies' representative and liaison, and also worked at the National Geospatial-Intelligence Agency (NGA).

The Task Force was formalized into standing offices. The Airborne Object Identification and Management Synchronization Group (AOIMSG) was established by a Deputy Secretary of Defense (Kathleen Hicks) memorandum dated November 23, 2021; the Department announced the new office in late November 2021, placed it under the OUSD(I&S), and established it as the successor, or third iteration, of the UAP Task Force. In July 2022 the Department of Defense established the All-domain Anomaly Resolution Office (AARO), renaming and expanding AOIMSG, as the successor to the UAP Task Force. Congress, through the fiscal-year-2022 National Defense Authorization Act, created AARO within the Department of Defense to gather, analyze, and investigate UAP reports. AARO — the All-domain Anomaly Resolution Office — is the Department's office for investigating UAP/UFO reports, and it established a framework for rigorous scientific and intelligence analysis, resolving cases in a systematic and prioritized manner. Sean Kirkpatrick was appointed its director and, as head of the Pentagon's UAP investigation office, testified before Congress on the Department's efforts to address UAP. Jon Kosloski is the current director of AARO; he spent most of his career at the NSA leading advanced research in optics, computing, and crypto mathematics.

Responsibility for UAP now extends across the government and beyond it. Multiple US entities — the intelligence community, NASA, the Department of Energy, the Department of Defense, and others — play a role in handling UAP information. In June 2022 NASA announced it was commissioning an independent study team to examine UAPs and how UAP data is gathered, on direction from Administrator Bill Nelson, who provided the direction to establish and sponsor the team; NASA later appointed a Director of UAP Research. It was recommended that NASA's existing Aviation Safety Reporting System be used as a trusted platform to collect UAP reports from pilots. In academia, Harvard University established the Galileo Project in 2021 to research the origins of UAP, an effort that seeks to discover extraterrestrial technological signatures, including remnants of ancient or active technological civilizations. In the private sphere, Tom DeLonge founded and leads To The Stars Academy (TTSA), though Steve Justice and other key figures later departed the project. A further program, Kona Blue, was proposed to the Department of Homeland Security. Several of these figures remained linked across the field: Eric Davis holds a senior scientific role at Hal Puthoff's Institute for Advanced Studies at Austin.

VIII. Contractors & Custody

Recovered material did not stay in government hands. Over decades, recovered material was moved out of government custody into private aerospace contractors, who kept it hidden. The recovered and off-world technology acquired by the United States government is held at private aerospace and defense contractor facilities, and major aerospace and defense contractors have been part of the legacy program to recover and reverse-engineer crashed or otherwise recovered craft. At least one private aerospace company is storing recovered craft. The firms that house or participate in these programs are Lockheed Martin, TRW, Raytheon, Northrop Grumman, Boeing, McDonnell Douglas, BAE Systems, and the Aerospace Corporation.

Lockheed Martin held recovered material for decades. In one documented transfer, Robert Bigelow and an AAWSAP colleague negotiated with senior Lockheed Martin executives for BAASS to acquire unusual material safeguarded at a Lockheed facility, and that transfer of recovered material between Lockheed Martin and Bigelow Aerospace was arranged and completed.

The government's AAWSAP contract, HHM402-08-C-0072, was awarded to Robert Bigelow's company BAASS on 22 September 2008 for an initial two-year duration. Bigelow formed Bigelow Aerospace Advanced Space Studies as a sister company distinct from Bigelow Aerospace in order to respond to the DIA solicitation; the firm was created specifically to execute the AAWSAP contract evaluating the threat potential of UAP. As a subsidiary of Bigelow Aerospace, BAASS conducted the study and served as the prime contractor that carried out the program. By early November 2008 Bigelow had hired Colm Kelleher, who transitioned from biotechnology and medicinal chemistry to the government-funded investigation; Kelleher served as BAASS Deputy Program Administrator, effectively acting as program manager. John Schuessler, a BAASS employee with over thirty years of aerospace experience, was assigned to write twelve position papers.

The research was carried out through a layer of subcontractors. Hal Puthoff, contracted by BAASS, led and defined the scope of the roughly 38 AAWSAP technical position papers; he had previously worked for the National Security Agency. EarthTech International and its subcontractors were tasked with and delivered approximately 38 in-depth position papers targeting twelve technical areas, and more than 75 contractor personnel performed exotic aerospace research for the program. In November 2008, information packets were delivered to BAASS in fulfillment of contract 080930-1 with EarthTech International and contract 081006-1 with MUFON — an organization that by then had existed for roughly four decades and had about 1,000 volunteers able to investigate sightings in all 50 states.

The contractor landscape consolidated over time. Northrop Grumman acquired the defense contractor TRW in 2002, TRW having earlier acquired BDM International in 1997. Battelle Memorial Institute served as the Air Force's contract organization for UFO analysis under an arrangement with ATIC, and Battelle later formed part of Triad National Security, alongside Texas A&M University and the University of California, whose primary client is the NNSA.

The programs were guarded closely. The effort inquired about in 1997 was run by an aerospace technology contractor described as one of the top ones in the United States. At the end of May 1997, Wilson called the program manager three times, one call being a conference call with the contractor's security director and corporate attorney.

Personnel moved fluidly between government service and industry. Steve Justice, for 31 years the director of advanced systems at Lockheed Martin's Skunk Works, joined To The Stars Academy in senior roles including head of its aerospace division. After leaving the CIA, Jim Semivan continued to work as a CIA contractor, including in the Directorate of Science and Technology. Luis Elizondo worked as a contractor providing technical advice to the US Space Force on classified and UAP-related topics. Eric Davis previously worked as a scientist for Bigelow's National Institute for Discovery Science. Jay Stratton and Travis Taylor were both hired by Radiance Technologies, Stratton first and bringing Taylor along. Bigelow's interests extended to the land itself: he owned Skinwalker Ranch until he sold it to Brandon Fugal in April 2016.

The reach of these programs surfaced in adjacent work as well. Transdimensional Technologies developed its Power Cubed propellantless propulsion technology in work with NASA, including a rotor built under NASA MSFC contract H31066D. Boeing contractors reported an enormous floating object over their launch facility. And after the researcher Diana Pasulka published her angel-report data, aerospace-company personnel contacted her seeking data on what European Catholics saw when they encountered an angel or demon.

IX. The Concealment

The central fact is plainly stated. The United States government has concealed the reality of UAP and misrepresented the subject for decades. It possesses significant UAP information and has kept it from the public, is knowingly concealing evidence, and intentionally withholds what it holds. Elements of the government and the military-intelligence community have concealed extensive UAP information since the 1940s. Official denial has persisted for roughly 75 to 100 years and kept the secret from the public and Congress for more than six decades. The government holds more information than it has released and knows more than it has publicly stated. The public was lied to about UAP over the years, even as the government denied any interest in the subject. Internal government documents, reports, and memos contradict the government's public dismissive position, and inside the military and intelligence services high-ranking officials privately took the issue very seriously. A large majority of the American public believes the government is concealing what it knows. The concealment has not been an American act alone: the world's governments have colluded internationally to hide the existence of non-human intelligence and have conspired for decades to suppress public knowledge of an extraterrestrial presence. That the government has concealed and denied the existence of UAP, that it has deliberately withheld and covered up UAP information, that it has concealed UAP-related information and evidence, and that it steadfastly denied any interest for more than fifty years, remains in each case formally disputed, but is established by the weight of the record.

The pattern was set at the beginning, in the summer of 1947. The government and the Air Force changed their official explanation of the Roswell incident multiple times, and officials lied about and covered up the truth of the event. The original weather-balloon account was a cover story. The Air Force later admitted that story was untrue and revised it, first attributing the wreckage to a then top-secret project and then to a classified Project Mogul balloon experiment designed to detect Soviet nuclear tests. Its 1994 analysis, which invoked crash test dummies and Mogul balloons, functioned as disinformation. A 1995 government audit found that Roswell Army Air Field administrative records from the crash period were destroyed without proper authority and no longer survive. Senator Barry Goldwater said the relevant information was hidden at Wright-Patterson Air Force Base. The subject was guarded above all others: flying saucers were described as the most highly classified subject in the government, rated higher even than the H-bomb.

The government built an apparatus to explain the phenomenon away. In 1948 General Hoyt Vandenberg rejected the Air Force's "Estimate of the Situation" and ordered it destroyed. Thereafter Project Blue Book operated to debunk and explain away sightings and quell public interest rather than to genuinely investigate them, functioning as a disinformation and debunking effort that suppressed consideration of extraterrestrial explanations. A government intelligence office persuaded the Air Force to use Blue Book as a means of publicly debunking reports, and the project served as a public front while a more classified investigation operated beyond it. Reports bearing on national security were withheld from Blue Book; the Bolender memo that ended the project provided that such reports would continue to be tracked. The Air Force used the Condon report's conclusions as its basis for closing Blue Book, yet official investigations continued after the closure despite public assurances that they had ended, and for decades afterward the service used Blue Book's conclusions to dismiss inquiries from the public and Congress. The Condon study's negative conclusion was predetermined before the investigation was completed, as reflected in the Robert Low memo and a Lt. Col. Chase letter; its dismissive conclusion was contradicted by its own contents, which ignored key evidence and left over a quarter of the examined cases unexplained, a point that remains formally disputed. J. Allen Hynek later publicly changed his position, becoming critical of the project and regretting his role in suppressing evidence. The Air Force withheld information it holds about UFOs and retains a large accumulated store of UAP-related information, evidence, videos, and materials gathered over decades.

Alongside the debunking effort ran a campaign of ridicule and disinformation. The 1953 CIA Robertson Panel recommended and initiated a policy of publicly debunking sightings, using experts to dismiss and ridicule witnesses and designed misinformation to misdirect the public. The CIA directed an organized campaign to debunk sightings through the mass media. The government deliberately fostered ridicule of sightings to allay public alarm and stifle awareness, deploying dismissive cover explanations such as weather balloons and swamp gas and discrediting witnesses to deflect attention. The Air Force publicly and deliberately debunked sightings for decades and had a practice of playing down reports to avoid exciting or alarming the public. The government maintains an ongoing disinformation campaign to deny and conceal the existence of UAP, and a large amount of disinformation is in circulation. Chase Brandon served as the CIA's liaison officer to the Hollywood entertainment industry. This effort produced a lasting cultural stigma around observing, reporting, and discussing UAP. The stigma and fear of professional consequences discourage people from reporting or discussing sightings, and it has prevented serious scientific study of the topic. Military aviators are reluctant to report sightings for fear of professional repercussions. A sophisticated disinformation campaign has stigmatized the topic so that people who come forward appear not credible.

The deception was at times operational and targeted. Acting under Air Force orders, Richard Doty carried out the deception of Paul Bennewitz, an affair documented by Greg Bishop in the book Project Beta. The Air Force, through its Office of Special Investigations, ran deception and disinformation operations from within the service across the 1970s to the 1990s. The CIA has directed disinformation at the civilian research community to keep it occupied and misdirected, and CIA officer Ronald Pandolfi ran a disinformation scheme, guided by CIA personnel, to frame public perception of the issue. The head of the CIA Directorate of Science and Technology serves as a primary gatekeeper of the deep-legacy program. Such conduct fits a documented institutional history: the military and intelligence agencies have previously carried out unethical or illegal secret programs, including psychological warfare, disinformation, surveillance, and the syphilis and LSD experiments, against unwitting civilians. The MJ-12 material sits inside this record. The MJ-12 documents are fabricated disinformation, doctored to mislead the Soviets about US technology and later leaked to ufologists, and whether a secret MJ-12 group controlling UAP matters exists remains formally disputed; President Nixon approved a special classified executive order requiring the intelligence community to purge references to MJ-12 and destroy MJ-12 documentation.

The concealment is enforced through the architecture of special access. The Defense Department uses special access programs to shield its most secret black-budget projects. Such a designation is not a classification level above top secret but a compartmentation under a codename. The UAP program was set apart from the normal special access structure and concealed behind conventional cover programs carrying false descriptions. Crash-retrieval programs are concealed as waived, unacknowledged special access programs run by third-party defense contractors, hiding the flow of money to them. Recovered craft or material is held by private corporations, and UAP-related material was moved out of the federal government to private contractors, shielding it from FOIA and oversight. Personnel analyzing recovered material are given a cover story that it is recovered foreign technology rather than of UAP origin. Access for government personnel was controlled by a committee inside the private contractor company, regardless of clearances or position. An Air Force memorandum bound the contractor to keep possession of the recovered material. After the program was nearly compromised, it was protected by a formal special agreement with the Pentagon Special Access Program Oversight Committee, which established rigorous access criteria in order to prevent future disclosure. Holders of the material refused to share it with Puthoff's cleared official program, saying it was too highly classified and compartmentalized. AAWSAP itself sought special access status because that status was required to access and share UAP information already gathered. Secret UAP programs have never actually ended, instead being renamed and moved to continue operating. One program, Immaculate Constellation, has the capability to detect, quarantine, and transfer UAP collection incidents before they circulate. The operators act without official oversight or justification, and intelligence officers have cited misconduct within these programs.

Secrecy is maintained through extreme compartmentalization. Personnel on secret UAP programs are compartmentalized so strictly that colleagues working side by side cannot access or discuss each other's work, and only a small number of people with top-level access can assemble the full picture. The project is controlled by an extreme level of fear, such that nobody talks and no leaks can be found. Superiors directed personnel to insert false data, called "plugs," into official records monthly over many years, with supervisors approving each insertion. The fifty BAASS employees worked under unusual secrecy while executing the AAWSAP contract. Access ran to above-top-secret clearance. Secrecy also worked at the level of detection: air-defense sensor filters screened out objects that did not match conventional aircraft or missile profiles, causing UAP to go undetected, and military command failed to act on years of repeated pilot detections and complaints, passing no warning up the chain of command.

The programs have been kept from the body meant to oversee them. UAP-related programs and information have been kept outside congressional and elected-official oversight, hidden in programs off-limits to elected representatives. The executive branch withholds UAP information from Congress, limiting oversight, and has managed these matters with secrecy above and without congressional knowledge, oversight, or authorization. Those running hidden programs use compartmentalization and security claims to withhold their operations and funding from Congress, contrary to their duty to notify it, and have kept Congress and oversight officials unaware of the crash-retrieval program's existence. The Defense Department and intelligence community withhold UAP information from Congress and have kept data and knowledge hidden from the American public and scientific community. Congressional inquiry efforts encountered roadblocks and a lack of cooperation from the Defense Department and intelligence community. Classification keeps banks of UAP videos withheld from the American public and even from members of Congress. The scale of unaccountable spending is on record: trillions of dollars in unauthorized or unaccounted spending, including $21 trillion at the Defense Department and HUD between 1998 and 2015, have been identified.

The secrecy has reached above the elected government itself. UAP information was withheld even from top leaders, including presidents, who were not told everything. A secret program holds UFO information to which even the President does not have access, and even the President is kept on a need-to-know basis. George H.W. Bush was briefed on the subject as incoming CIA director rather than as president; as a former president he had not been briefed and was told he did not have access to the related files, records, and film. Arthur Trudeau told Bush that Corso's testimony had been quashed by the White House. At the White House, the National Security Advisor is the point of contact and clearinghouse for all UAP matters. A covert group spanning the government and private industry conceals evidence of extraterrestrial visitation, including recovered craft and beings. That a hidden group or cabal, accountable to no one, controls UAP information, and that a covert group manages the issue through unacknowledged special access programs hidden from oversight, each remains formally disputed. Reports reached those with access: colleagues brought David Grusch intelligence reports regarding the craft at his NGA office, which he read.

The blocking of senior officials is documented in a single well-known episode. The document known as the Admiral Wilson memo is Eric Davis's notes recording his interview with Admiral Wilson, which later leaked; the document is genuine. Admiral Wilson indicated he was blocked from access to a UAP program for lack of a need to know, and after inquiring he was told the contractor was being sustained and that he was to drop the matter with no further discussion. That he was blocked from gaining access to a compartmented program after inquiring remains formally disputed. The pattern repeated across the senior ranks. Christopher Mellon, who oversaw all Defense Department intelligence activities and special access programs, including unacknowledged and waived programs, was denied visibility into the UAP topic. The Deputy Director of the DIA was denied access despite his seniority, being told his authority was not relevant to the program. Secretary of Defense William Perry wanted an investigation into cost overruns at the programs but was told to drop it, and inquirers were repeatedly told "no, and hell no" by the keepers of the secrets.

The most recent official effort has continued the pattern of withholding. AARO's investigation found no scientific evidence of extraterrestrial beings, activity, or technology. Its public statement misrepresents the full truth and manipulates public perception, and it classified the information about the reality of the subject. AARO and the Pentagon broke the law by not revealing a significant body of UAP information to Congress, and AARO designates its records as involved in a law-enforcement investigation, allowing it to withhold them. Its budget is kept classified and undisclosed, limiting oversight. Officials within the Pentagon and Defense Department opposed UAP investigation and related disclosure efforts. Sean Kirkpatrick began working at Oak Ridge National Laboratory in connection with his departure from AARO.

Those who might speak have been discouraged, discredited, and in some cases threatened. Government actors have intimidated witnesses and conducted attacks designed to discredit whistleblowers. Vehicles associated with visits to witnesses bore US government license plates, some traced to the Department of Homeland Security; investigators tracked one such sedan's plate to a specific Department of Homeland Security carpool. In one instance, students were called to a school assembly and warned not to talk about what they saw. Philip Corso was prevented from giving public testimony under oath, and his book was censored by its publisher. Disclosure by cleared personnel is channeled and reviewed: current and former Defense Department personnel must submit planned public disclosures to the Pentagon's Defense Office of Prepublication and Security Review, which sent submitted work to cognizant departments and agencies for review before clearance. During that review the Pentagon required adjustments to the book Skinwalkers at the Pentagon, including changing the names of active-duty personnel.

Physical evidence and imagery have been withheld or removed. The government holds additional UAP videos and imagery that have not been released. In September 2022 the Navy acknowledged that additional UAP-related videos and photographs exist but declined to release them, saying they are classified, a point that remains formally disputed. National-defense platforms have acquired high-resolution UAP imagery and data that is withheld from the public. After the 2004 Nimitz encounter, unidentified individuals arrived aboard the ships and collected the recorded sensor data, and a longer or higher-quality version of the Tic Tac video exists beyond the brief 76-second clip released publicly; a Freedom of Information Act request was filed with the Office of Naval Intelligence for records on the encounter. Earlier cases show the same removals and false accounts. The official explanations for the 1952 Washington, D.C. sightings, such as temperature inversion, were false. The first twenty frames of Arthur Lundahl's UAP film were missing after he provided it for an official panel briefing. The account attributing the 1978 New Zealand Kaikoura sightings to squid-boat lights was false. The squadron and pilots involved in the Lakenheath incident did not officially report it to any US or Defense Department agencies except their air traffic controller. That NASA personnel airbrushed or otherwise removed UFOs from agency imagery remains formally disputed.

The stated rationale for the secrecy is on record. UFO secrecy was built on the same secrecy framework used for atomic and nuclear secrets. Classified information is withheld primarily to protect intelligence sources and methods, and the Defense Department withholds UAP information to protect sensitive sources, methods, and intelligence capabilities from potential adversaries. Knowledge is withheld because revealing it could supply a missing piece to an adversary. Early Cold War officials feared the Soviets would exploit or manipulate public interest in UFOs if the subject came out, and officials have withheld information out of concern that disclosure would cause public panic or societal disruption. One stated reason for the secrecy is feudalistic dominance and asymmetric technology fueling the war machine. The government work and material relating to UAP remain classified at the secret level or above. The government keeps major programs and information secret for decades, and did not publicly acknowledge Area 51's existence until 2013.

The concealment has carried a cost. Overclassification of UAP data hinders scientific investigation of the phenomena, part of a broader condition of runaway overclassification of government documents and materials. Excessive secrecy fuels public speculation and erodes trust in institutions. Serious tracking has lapsed, to the point that no capable people are following the subject. Related deceptions extended to adjacent programs: Robert Hippler told Robert Low the Air Force believed electromagnetic pulses from nuclear testing caused the missile shutdowns, and official correspondence recorded concern that Secretary of the Air Force Donald B. Rice had lied to Congress by stating that the Aurora program did not exist. The secrecy reaches beyond the United States: Haim Eshed received the Israel Defense Prize three times for work whose nature could not be published for national-security reasons. Senior government, military, and intelligence officials met with and briefed Tom DeLonge about a genuine UAP cover-up. When a government audit nearly exposed the covert program group, a watch committee was organized to protect it. This is the concealment, held in place across three generations, that the present disclosure sets aside.

X. Oversight & Congress

For decades, the constitutional system of oversight failed at its most basic function. Programs involving recovered craft and reverse engineering operated without oversight by Congress or elected officials. Elements of the military and intelligence community concealed information from Congress and thwarted legitimate oversight, and advanced-technology programs continued to operate without proper congressional sanction. Some elected officials were never brought in on these programs at all. Withholding this material from the people's elected representatives constituted a breach of the constitutional democratic order. The machinery that made concealment possible was the special-access system itself: Brigadier General Mike Kostelnik served as Director of the Special Access Programs Coordination Office and executive secretary of the Special Access Programs Oversight Committee. Even seasoned committee staff who tried to follow the money were held off; Richard D'Amato served as counsel to the Senate Appropriations Committee under Senator Robert Byrd.

The silence was not new. After the congressional UFO hearings of the 1960s, Congress held no further hearings on the subject for roughly half a century. The turn away was deliberate: Congressman Gerald Ford was angered by the 1966 Michigan case and pressed for congressional attention to it, but Air Force officials and Senate committee members agreed that hearings were unnecessary and would give the subject undue publicity.

Serious study resumed through the appropriations process rather than through oversight. Senators Harry Reid, Daniel Inouye, and Ted Stevens initiated and secured the initial $22 million in congressional funding for the AAWSAP program, with Stevens and Inouye playing major roles in securing that $22 million. Reid, who rose to serve as Senate Majority Leader and sat on the Gang of Eight entitled to the most highly classified briefings, was the program's congressional sponsor and benefactor because he believed the phenomenon was real and supported its study. Reid convened a Capitol Building meeting with Inouye and Stevens and connected them with Lacatski regarding the proposed program; Lacatski leveraged that bipartisan Senate interest and the assistance of two DIA Directors to obtain multi-year funding directed to the DIA Directorate of Analysis. Congressional sponsorship was not enough to secure the program inside the executive branch. On June 24, 2009, Reid wrote to Deputy Secretary of Defense William Lynn III requesting Special Access Program status for AAWSAP. That request for SAP status was made for AATIP to the Department of Defense and was denied; Reid's request for the related special-access clearances was turned down by Deputy Secretary Lynn. The original congressional funding ran out around 2012, and attempts between 2011 and 2016 by Senator Reid, Senator Lieberman, and Congressman Hoyer to restore funding through the Department of Defense failed.

XI. Those Who Came Forward

The concealment held for decades because the people who knew were made afraid to speak. Those who reported what they saw were threatened, intimidated, and told to keep quiet. Pilots and other potential witnesses stayed silent out of fear for their careers and their flight status. Scientists and professionals who studied the subject risked their professional standing for doing so. The pattern was consistent enough that intelligence officers who approached the matter did so in fear for their own careers. In the most serious cases, people were murdered to protect the secret.

The most detailed record centers on David Grusch. An Air Force veteran from Pittsburgh who worked in military intelligence and served on the UAP Task Force, he held the rank of GS-15 at the NGA and the NRO, a grade equivalent to a full colonel. He came forward publicly as a whistleblower. Before going public, he endured reprisals and retaliation from above and reported it to the Intelligence Community Inspector General, filing a formal whistleblower complaint, and he provided his proof internally to the Inspector General in detail. The Intelligence Community Inspector General found his complaint credible and urgent for the congressional intelligence committees.

Coming forward carried a price. Grusch was targeted for reprisal because of his disclosures, and he was stripped of his security clearance and access after his public involvement. The phenomenon is not only a matter of machines. It has an objective, technological aspect and, alongside it, a subjective, paranormal human aspect. Those who observed the core technology at close range frequently reported paranormal fallout and psychic effects in its wake, an overlap that has been documented since the 1940s. After his visits, George Knapp's wife experienced apparitions and blue orbs at their Las Vegas home, and Jonathan Axelrod's trips triggered an eruption of anomalies in his family's home. Lawrence Livermore scientists and their families saw orbs, shadowy forms, and entities in their homes. The pattern is old: after his 1947 sighting, Kenneth Arnold saw balls of light in his home and experienced other paranormal events.

The physical disturbances at these sites were mundane in form and inexplicable in cause. Cereal boxes bought for the household vanished and were later found in the fridge, freezer, and oven. Irrigation headgates were repeatedly opened or closed with no tire tracks or footprints nearby. Water hoses would disappear and reappear rolled into neat circles three to four feet across in unexpected places. Shovels went missing when needed and turned up in unusual locations.

XIII. Threat & Safety

The phenomena are not United States technology and constitute a potential or serious national security threat that warrants investigation. The matter is a genuine national security matter and is to be understood and taken seriously as a question of national security. Unidentified objects in any domain pose potential risks to safety and security, particularly for military personnel and capabilities. There is no evidence that the phenomena are the technology of a foreign human adversary, and there is no basis in the record to regard the phenomena as benevolent or benign. A competing view holds that the intelligence behind the phenomenon is benevolently intentioned toward humanity; the record does not support that reading. Some observed objects demonstrate performance characteristics indicating technology beyond currently known capabilities. By official count there have been at least eleven near misses between these objects and United States military aircraft. The objects have shown the ability to enter and operate in United States airspace and waters unchallenged and without repercussions. The objects have been repeatedly detected near sensitive military facilities, including sites associated with aerospace defense, strategic deterrence, and military research. This continued occurrence of unexplained phenomena in the vicinity of sensitive installations is cause for concern. They have shown interest in human nuclear technology and capabilities, are probing United States capabilities, and could be testing for vulnerabilities in current United States systems. They are having an impact on military training ranges and are to be treated as a legitimate issue, and their effect on United States military training ranges is documented. The United States lacks adequate domain awareness and needs more persistent monitoring around national security facilities. In at least one encounter, when an aircraft attempted to lock its radar on an object, the object deliberately jammed the radar and broke the lock.

The objects have disabled or taken United States nuclear weapons offline. During an incident at a Soviet base, nuclear missiles activated for launch without authorization codes from Moscow, bringing conditions close to nuclear war. To reduce the chance of a detection being mistaken for a missile attack, the United States and the Soviet Union reached an agreement to report unidentified objects detected over sensitive sites to each other. The Soviet military issued a standing order not to fire on or chase the objects but only to observe them, and after later incidents the Russian Ministry of Defense ordered that they be left alone because they may have incredible capacities for retaliation.

Close encounters have caused physical harm, injury, or death to witnesses, and there are documented cases of radiation-exposure effects associated with these encounters. In the Colares events in Brazil, people were hunted by craft that injured or killed them using light beams. Affected patients presented with blackened skin where the light struck, with several hot, painful red-purple circles two to three centimeters in diameter, together with dizziness and headaches, local losses of sensitivity, numbness, and trembling, and a feeling of weakness, with some barely able to walk. Examination found low arterial pressure, a pallid complexion, and no nausea or diarrhea. Blood tests showed anemia with abnormally low hemoglobin levels, and hair in the blackened areas fell out and did not regrow, as if the follicles had been destroyed. Apart from those killed, most affected people's symptoms usually disappeared after seven days. The injuries are consistent with the fact that gamma radiation is highly dangerous to biological tissue, penetrating flesh and damaging cells, blood, cell membranes, and DNA.

Harm has not been confined to the Colares beam events. At one ranch, the phenomenon physically harmed animals but caused no serious physical harm to humans. A permanent, funded organizational home and advocate for this work still needs to be established.

Two facts frame what remains. The government holds substantially more sightings and materials than have been made public, and defense officials state a commitment to declassifying and sharing that information where doing so does not compromise sources, methods, or national security. The American public has a right to know what the government holds and deserves transparency on these questions. The stigma around discussing and reporting the phenomenon has been diminishing, and the public emergence of the issue is irreversible; it can no longer be buried.
